Join us as a Television Producer (Part-Time) in the City of Rancho Palos Verdes.

THE POSITION
The City of Rancho Palos Verdes is seeking a dynamic and skilled professional to provide audio-visual (AV) services for RPVtv, a City television station that is celebrating its 20th anniversary this year. Under limited supervision, this position is responsible for recording, editing, and airing City Council and Planning Commission meetings and major events, as well as creating new content that highlights the City’s community and news. This position generally plans, directs, and coordinates the station's operations across multiple platforms such as the City’s cable channel, Granicus, and YouTube. The role also requires ensuring the accuracy of information and maintaining the proper functioning of the cable system. If necessary, the role may also supervise interns and volunteers.
This is a part-time, at-will position. Television Producers are typically scheduled to work approximately 10-20 hours per week as defined by the City. The position is required to work a flexible schedule that will include evenings, weekends and holidays. At minimum, this position must be available to record City Council meetings and Planning Commission meetings every Tuesday evening, in addition to Special Meetings, when needed. This work requires AV setup and breakdown, and the general time frame for each City Council and Planning Commission meeting is from 4pm-10pm on average.

The ideal candidate is a creative and technically proficient media professional with strong communication skills, capable of managing all aspects of video production. They excel at creating high-quality, engaging content that enhances the City’s public outreach and strengthens community engagement.
Position Duties
The examples provided illustrate the general scope of the position and are not exhaustive. The City reserves the right to adjust job responsibilities as needed to meet operational requirements, including adding, modifying, or removing functions:
- Plans, writes, shoots, directs, edits and produces programs and program segments using single and multi-camera production techniques.
- Performs script research and coordinate production.
- Directs professional and non-professional talent.
- Assists in planning, directing and coordinating the operations of the television station and channel, including scheduling, continuity, production, publicity, and programming on various platforms including YouTube.
- Establishes and maintains liaison with media organizations, companies, production vendors, other government agencies and the public relating to the television channel.
- Consults and provides technical support to City departments on television production issues.
- Supervises and participates in programming activities to ensure quality and compliance with FCC regulations. Serves as executive producer in preparing all program treatments, scripts, materials, equipment and crew assignments for Deputy City Manager’s approval.
- Prepares production activity and other reports related to television channel operations and State and federal requirements. Recommends broadcasting policies, procedures and standards.
- Recommends equipment selection and budgets for the television production. Supervises the repair and maintenance of production equipment.
- Assists with internship and volunteer program participation. Trains interns and volunteers in video production and other related matters.
- Conducts pre-interviews, story planning, scripting, gathering information, editing and all other aspects of production. Performs production duties including technical direction, creating and producing electronic graphics, directing field and studio productions, setting up and operating cameras and audio equipment and providing support services for City related presentations.
Minimum Qualifications
Knowledge of:
Video, audio, and audiovisual equipment operation, set-up, and routine maintenance
Single and multi-camera production techniques for planning, writing, shooting, directing, editing, and producing programs
Reporting requirements for production activities and State and federal regulations
Broadcasting policies, procedures, and standards
Familiarity of industry equipment, setup and operation
Safety and supervisory best practices
Language Ability and Interpersonal Communication
Ability to communicate and establish effective working relationships with elected and appointed City officials, employees, vendors, consultants and the general public, as directed by the Deputy City Manager
Judgment and Situational Reasoning Ability.
Ability to utilize a thorough knowledge of the principles and techniques of long and short-range television programming
Knowledge of sources of municipal television programs and the structure and operations of a television system
Knowledge of FCC rules and regulations pertaining to system operations
Ability to direct the operations of RPVtv in accordance with related regulations and City policies; establish and maintain broadcasting standards; analyze organizational, administrative and technical problems and adopt effective courses of action
Ability to develop and implement effective program procedures; research and develop program ideas and concepts
Education and Experience:
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Completion of a four-year college curriculum with a major in telecommunications or a related field, and three years responsible experience in the production, direction and administration of television operations.
Licenses and Certifications:
Valid Class C California Driver’s License is required.
PHYSICAL DEMANDS
Ability to operate equipment and machinery requiring simple but continuous adjustments, such as computer terminal, photocopier, telephone, etc.
ENVIRONMENTAL ELEMENTS
Ability to work under varying, but generally safe conditions where exposure to environmental factors such as temperature variations, noise, wetness and/or dust may cause discomfort but poses little risk of injury.
