We’re looking for someone who brings strong project and portfolio management skills and thrives in a role that spans multiple disciplines. This is a full-time, exempt, Management 2 (M2) position. There is one vacancy. The position will be eligible for up to two days per week of remote work after the successful completion of probation.

Position Duties
- Develop and implement strategies, processes, programs, and projects to meet transportation infrastructure, urban redevelopment, economic development, parks and open space, business development, and place-making goals and objectives.
- Resolve sensitive and complex inquiries or service complaints. Lead alternatives analysis in the design process to find equitable solutions that are aligned with policies and regulations.
- Manage community development programs and projects, navigating complex organizational and regulatory systems. Recommend improvements to existing programs.
- Participate on the Development Division Leadership Team.
- Oversee grant agreements, budgets, and relationships with public, private, and non-profit partners. Serve as City liaison to key organizations.
- Manage program and project budgets, action plans, and implementation strategies.
- Work with the Development Division Manager to develop staffing plans. Hire, supervise, and coach staff. Conduct performance evaluations and manage disciplinary processes.
- Provide support to advisory boards and commissions.
- Conduct financial underwriting of private development projects to determine appropriate public subsidies or involvement in public-private partnership projects.
- Identify and secure new funding sources and create innovative financing arrangements for redevelopment and urban renewal.
- Collaborate with external stakeholders, elected officials, colleagues, and the public to facilitate implementation of city and BURA real estate, urban development, economic development, parking, and housing goals.
- Represent the city and BURA at meetings, events, task forces, and committees. Develop and deliver presentations.

Minimum Qualifications
Minimum qualifications:
- Bachelor’s degree in business or public administration, urban or regional planning, engineering, public policy, or a related field, and
- Seven years of experience managing complex infrastructure, transit, urban renewal, community development, economic development, parking administration, or housing projects and programs, including
- One year of lead or supervisory experience; or
- An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
- Ability to pass reference checks and education verification and satisfy the requirements of a background check.

Other Qualifications
Salary range: $8,502.85 - $11,395.63 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Oregon Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps within the posted range may be offered to those who have additional years of experience that are directly related to the position.
