This position works in the GIS organizational unit. This is complex and technical work providing leadership from initial review and analysis of business processes to final implementation and documentation of GIS solutions for various business departments and divisions. An incumbent is responsible for project management and technical leadership on GIS application projects under preliminary investigation, requirement analysis, design, configuration, documentation and implementation. Supervision, guidance and technical direction is provided to mapping and GIS technicians during the course of assigned projects. This role will be working on the City’s Geospatial Strategy project, working closely with the project manager, stakeholders, and external consultants to ensure alignment between business needs, enterprise GIS standards, and long-term strategic goals. Considerable independence of judgement and action is exercised in all technical aspects of the work while policy matters and project objectives are discussed with a supervisor who reviews work performance in terms of achievement of overall objectives and effectiveness of services delivered. Performs related work as required.

Qualifications include completion of a university degree at the Bachelor’s level in computer science, GIS, IT systems and processes or a related discipline with considerable experience in business systems analysis and GIS systems OR, an equivalent combination of training and experience. Thorough knowledge of business process and business systems planning principles, methods and standards. Considerable knowledge of GIS system integration with information technology components, processes and developments. Sound knowledge of independent research, survey and data management activities. Ability to document, analyze and assess a variety of information, identify priorities and resources and propose alternative business processes. Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to provide advice and assistance on matters related to the work such as stakeholder engagement, and supporting strategic initiatives. Driver’s Licence for the Province of British Columbia is required.

This is a Temporary Full Time position until October 6, 2026.
