Duties

Serve as principal advisor to the Director, DHA on human resources/administration, financial management/facilities operations across the DHA enterprise and the TRICARE Managed Care Support contracts.,Conduct the systematic planning, programming, budgeting, execution, accounting and auditing of the roughly $56 billion annual budget in support of the Military Health System (MHS) mission.,Establish policy, procedures and direction of budgetary matters, financial management and accounting, audit procedures, and facilities management with respect to the provision of health care across the MHS.,Manage workforce requirements, resources, and development to sustain readiness of the medical force geographically dispersed worldwide and the administrative control and management to support the infrastructure of the Defense Health Headquarters.,Granted delegated authorities of both strategic/operational oversight of the MTFs. Develops policies/guidance/procedures governing financial operations for the DHNs, MTFs, and the Headquarters.,Build, submit, and defend the Program Objective Memoranda/Budget Estimate Submission (POM/BES) for the Defense Health Program. Work with senior leaders to understand their priorities and inform them of resourcing opportunities and risks.,Oversee/conduct analysis of MTF financial operations including allocation of funds to the DHN and MTF levels, re-align funds between DHNs/MTFs due to mission changes or funding issues, execution monitoring/reporting, and cost accounting analysis.,Lead the financial operations for the MHS and the financial operations within DHA for the full range of budgetary/financial management operations for DHA Headquarters and DHP Central Programs portions of the DHP appropriation account.,Responsible for all Planning, Programming, Budgeting, and Execution of the $4.3B in annual resources needed to operate the DHA Headquarters. Ensures financial practices are audit compliant and in line with DHA’s Management Control Program.,Run the financial improvement and audit readiness program for the DHP and advise the Director/OSD senior leaders on audit impacts of structure and compile the annual Agency Financial Report.,Lead DHA’s Trust Fund and Revenue Cycle Management (TF/RCM) functions which has three major functional areas: Billing and Collections, Medical Expense Performance Reporting System (MEPRS), and Data Quality monitoring.,Provide strategy, leadership, and senior leader engagement for the DHA Facilities Enterprise. Maintains/ develops the ideal MHS-built environment through development of code, criteria, and standards.,Advise on human capital management plans for future staffing needs to meet increased or new responsibilities. Provide leadership and oversight of planning and implementation for DHA strategic human capital initiatives.,Approve and implement human capital, manpower, safety, administrative security and administrative management strategies and improvements to advance the agency’s strategic priorities, mission execution, and regulatory/statutory compliance.,Oversee development/formulation of new programs and evaluate existing programs with particular emphasis on assuring efficient utilization and integration of manpower, human capital and budget resources to assure mission success.,Oversee the establishment of evaluation criteria/processes to project organizational changes/determine manpower requirements consistent with capability to perform the agency’s mission.,Ensure effective planning, programming, budgeting, and execution of manpower requirements and their integration with the POM submission for the DHP.,Oversee the Unit Manning Document, coordinating with the Under Secretary of Defense (Personnel and Readiness) and Director, Washington Headquarters Services, to address manpower billets, personnel assignments, office space and communication needs.,Lead the private sector care programs and certifies funding availability for federal payments and tracks/monitors administration/execution of financial programs for all TRICARE centrally funded private sector care programs.,Approve and administer federal payments to and through TRICARE Managed Care Support Contract and other health services and support contractors for private sector care purchased by the DoD.

TQ 2: Extensive in-depth knowledge of federal, legislative and regulatory policies and procedures, at the senior level, that govern the business imperatives, human resources, contracting and logistical systems, and audit processes relative to strategically planning for, developing, acquiring, deploying and maintaining a broad array of administrative and management programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Special Requirement: This position requires DoD Financial Management Level 3 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C.
