About the Department
Position Overview: The IT Training Specialist develops, delivers, and supports training programs that build employee proficiency with IT systems, software applications, and related technologies. This role ensures staff across the organization gain the skills and confidence needed to effectively use technology in their daily work, supporting both organizational goals and individual growth.
Position Duties
Key Responsibilities:
Training Program Development & Delivery
- Design, develop, and update comprehensive training programs aligned with organizational objectives and IT initiatives.
- Create training outlines, curriculum frameworks, and learning paths for various skill levels.
- Conduct engaging and interactive training sessions, workshops, and seminars for employees across the organization.
- Adapt delivery methods for in-person, virtual, or blended learning environments.
Collaboration & Needs Assessment
- Analyze training and development needs across departments.
- Partner with subject matter experts (SMEs) and stakeholders to identify requirements and define learning objectives.
- Use scheduling systems to organize and coordinate training sessions with optimal timing and resources.
Learner Support & Technical Assistance
- Provide user support related to IT systems, applications, and tools covered in training.
- Address inquiries, troubleshoot issues, and escalate complex problems to appropriate support teams.
- Assist in developing training for software implementations.
- Offer ongoing guidance, job aids, and resources to support application of skills in daily work.
Security Awareness Training Program
- Oversee and manage the security awareness training program to ensure organization-wide compliance with cybersecurity best practices.
- Monitor phishing simulations and training modules through the security awareness platform.
- Track user engagement, analyze training effectiveness, and generate regular reports for leadership and compliance teams.
Evaluation & Continuous Improvement
- Apply instructional design methods to ensure effective learning experiences.
- Utilize assessment tools to evaluate learner proficiency, training effectiveness, and outcomes.
- Incorporate feedback to improve training content and delivery.
- Perform other related duties as assigned.

PHYSICAL REQUIREMENTS: The position requires the ability to sit, stand, and walk for extended periods. It involves frequent use of hands and fingers for typing, writing, and operating office equipment. Occasional lifting of objects up to 25 pounds may be necessary. The role also requires the ability to communicate effectively both verbally and in writing and may involve attending evening and weekend meetings as required. Prolonged computer use may pose a risk for eye strain or repetitive motion injuries
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: The work environment is primarily office-based, with occasional field visits to various sites. Employees may be exposed to typical office conditions, including computers, printers, and office equipment. During site visits or meetings, there may be occasional exposure to outdoor environments. The role may involve stress due to project deadlines, public interactions, and complex problem-solving. Prolonged computer use can also lead to eye strain and repetitive motion injuries.

County employees are considered essential personnel in providing and continuing services to our community during and following a disaster, such as a hurricane, or in other emergency situations. As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator. During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

Minimum Qualifications
Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.
- High school diploma or equivalent (GED) required.
- Bachelor’s degree in Computer Science, Information Technology, or a related field from an accredited college or university preferred.
- Equivalent training, certifications, or experience may be considered in place of formal education.
- Two (2) years of progressively responsible experience in employee training and/or technical writing; equivalent experience may substitute for formal education.
- Knowledge of instructional design methodologies, curriculum development, and training evaluation.
- Skill in technical writing, facilitation, and the use of training technologies.
- Ability to prioritize tasks, meet deadlines, and support learners at all organizational levels.
- Must be available during emergencies and natural disasters on short notice.
- This position may require evening and weekend work, sometimes with little advanced notice.
- Must have a valid Florida driver’s license and maintain a good driving record or the ability to obtain within 30 days of employment.

Pay Grade G202 - Non-Union Exempt
Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.
