Jail Based Behavioral Health Services Program (JBBS) provides evidence-based behavioral health services in jails including medication-assisted treatment for substance use disorders, individual group therapies, recovery supports, and other services, which are critical to supporting these populations. JBBS is not a grant funded program; rather, it is a legislatively mandated program with annual funding allocated to support the program. The goal of JBBS is to provide appropriate behavioral health services to incarcerated individuals while supporting continuity of care within the community after release from incarceration. Treatment services are provided to incarcerated individuals who self-refer and meet the program’s eligibility requirements. Individuals who are admitted into JBBS are screened for substance use disorder, mental health symptoms, trauma, and traumatic brain injury. Individualized treatment plans are developed for clients to address their specific criminogenic needs including individual therapy; psycho-educational and process groups; psychiatric medication evaluation and management; and reentry case management services. JBBS participants are referred to community treatment agencies upon release for continued treatment and are eligible for JBBS reentry services for up to one year post release.

GOALS AND OBJECTIVES:
- Monitor documentation and oversee clinical care delivery to ensure regulatory standards and/or contractual requirements are met.
- Foster staff development and competence through supervision, training, and team meetings.
- Promote a positive culture of collaboration with various teams and community stakeholders.
- This position requires a balance between leadership responsibilities and direct client care.
DUTIES AND RESPONSIBILITIES:
Leadership (60%)
- Conduct regular individual and group supervision sessions from a trauma informed lens to support professional development, clinical growth, and skill enhancement of clinicians.
- Review and co-sign clinical notes, treatment plans, and other documentation to ensure compliance with regulatory standards and maintain high-quality client care.
- Perform audits of assessments, treatment plans, and service notes to verify client coordination is appropriately documented.
- Perform audits of JBBS sites (TMS, CiviCore, CorrecTek) to ensure quality service delivery and compliance with program standards.
- Serve as a liaison between clinicians, other healthcare professionals, operations staff, and administrative staff to facilitate communication and promote interdisciplinary collaboration.
- Participate in hiring, onboarding, and performance evaluation processes for therapists, providing constructive feedback and support for continuous improvement.
- Work closely and in collaboration with Program Administrator to meet JBBS contractual requirements.
- Participate and contribute to departmental and supervision meetings, as needed, to ensure cohesive department operations.
Direct Client Care (40%)
- Conduct comprehensive assessments and formulate individualized treatment plans for clients with a variety of co-occurring mental health and substance use concerns.
- Provide evidence-based therapeutic interventions, including cognitive-behavioral therapy, dialectical behavior therapy, mindfulness-based approaches, and other modalities, to address the individualized needs of clients.
- Maintain accurate and timely documentation of client encounters, treatment interventions, and progress notes in accordance with regulatory requirements and agency policies.
Minimum Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES:
- Must demonstrate competence in clinical assessment, diagnosis, and therapeutic interventions with ability to transfer knowledge to others.
- Knowledge of and experience with evidence based clinical practice.
- Excellent interpersonal, communication, and conflict resolution skills, with the ability to establish rapport with diverse populations and work collaboratively within a multidisciplinary team.
- Proficiency in electronic health record (EHR) systems
- Commitment to maintaining high ethical standards, confidentiality, and professional boundaries in all interactions.
- Ability to adapt to changing priorities, manage competing demands, and thrive in the fast-paced, dynamic environment of the jail setting.
EDUCATION AND EXPERIENCE:
- Minimum of 3 years of post-graduate experience in providing mental health therapy services, with demonstrated expertise in clinical assessment, diagnosis, and treatment planning.
- Master’s degree in behavioral health field (Social Work, Psychology, Counseling).
- Current clinical licensure required as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or Psychologist.
- Previous experience in a supervisory or leadership role, with strong skills in team building, staff development, and accountability to expectations through performance management.
- Correctional and or forensic mental health and substance use experience is preferred.
- Jail Experience recommended but won’t disqualify an applicant.
- Minimum Qualifications for Clinical Supervisors
- Three years OR 3,000 hours post-degree clinical expertise as a counselor.
- Three Professional Development Hours, as defined in Rule 1.18, specific to clinical supervision, each renewal period.
- One of the following four options:
- Option 1: A minimum two-credit-hour graduate-level course on clinical supervision from a CACREP accredited or equivalent program.
- Option 2: The Approved Clinical Supervisor, or the ACS, from the Center for Credentialing and Education (CCE).
- Option 3: A doctorate degree in Counselor Education and Supervision from a CACREP accredited or equivalent program (or a counseling doctorate that has a supervision component).
- Option 4: A minimum six-clock hour training that covers seven content areas: Role and functions of clinical supervisors; Models and methods of clinical supervision; Supervisory relationship issues; Cultural issues in clinical supervision; Group supervision; Legal and ethical issues in clinical supervision; and Evaluation of supervisee competency and the supervision process.
SECURITY REQUIREMENTS:
- Must obtain and maintain security clearance with the Boulder County Jail/Sheriff’s Office.
- Must pass background investigation and drug testing.
- Must participate in and complete a mandatory Jail Orientation, provided by Sheriff’s Office personnel.
