What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. Management (40%)
Manage the day-to-day operations of the parking department. Informs team on a daily, weekly and monthly basis of business performance, progress towards goals and operational changes. Strategizes with Parking Associates on ways to improve parking operation and team
performance. Supervises and provides direction to a team of Parking Associates to ensure the
safe and expeditious movement of visitors throughout the parking lots. Maximizes productivity and ensures proper coverage by building daily schedules that support each day’s business and events. Adheres to guidelines around use of company audit tools including evaluations, cash handling, associate observations and comment cards. Performs weekly and monthly till bag, register and guest service audits on staff.
Customer Service (30%)
Provides courteous, professional and knowledgeable service to both internal and external
customers. Responds courteously and knowledgeably to visitor inquiries in a timely manner.
Provides ongoing feedback for employees engaged in cash handling and customer service.
Communicates challenges with appropriate urgency to managers. Accurately operates a POS cash register, ensuring speedy and safe entrance and exit of vehicles through parking gates and adhering to established policies in regard to gate counts. Directs customers to ensure smooth traffic flow throughout parking lot. Assists in removal of snow and ice from vehicle entry lanes as needed. Provides traffic control as needed.
Operations (30%)
Responsible for all aspects of loss prevention related to parking operations. Adheres to SOPs for
cash handling and inventory control. Performs daily cash control operations/audits in accordance with Business Operations SOPs. Ensures proper business unit opening and closing; submits daily sales audit information. Ensures security and accuracy of the safe while maintaining an appropriate safe fund and orders change. Ensure proper procedures are followed relative to interactions with armored courier service. Completes and submits a written report of accident damage to the vehicle or equipment malfunction. Operates and maintains business unit computer systems (POS cash registers, booths, gate arms, RF technology, printers, computers), reporting any technical issues to the appropriate party. Maintains proper inventory of supplies.

Factor 1, Knowledge Required by the Position
- Expert knowledge of the practices, methods and processes of the day-to-day operations of a
- parking program in order to provide support and assistance to the Business Operations Unit.
- Knowledge of funds control procedures and the operation of a cash register, including the ability to maintain accurate cash accountability records.
- Ability to provide supervision and technical direction to a team of employees.
- Ability to investigate and reconcile discrepancies relating to such items as receipt control, parking charge issues, or safety concerns.
- Ability to work with others and provide high-quality and efficient customer service to meet customer needs.
- Skill in oral and written communications in order to solicit and exchange information, provide solutions, and deal with a variety of situations with diplomacy and tact.
Factor 2, Supervisory Controls
The incumbent reports directly to the Supervisory Administrative Officer and works
independently on a range of routine procedures, as well as more complex assignments such as
coordinating work schedules and assignments, problem solving, customer complaints and
supervising a team. The incumbent selects the best methods and approaches in problem solving under the oversight of the supervisor. The incumbent plans the day-to-day operations and must be able to perform many tasks simultaneously and handle conflicting demands. Difficult problems may be referred to the next level supervisor.
Factor 3, Guidelines
Guidelines include general policies and procedures. Written and oral guides provide specific
instruction for completing work. Instructions are easily memorized and require little
interpretation. The incumbent uses basic judgement in order to effectively complete day-to-day assignments. Complex problems and unusual situations are referred to the supervisor.
Factor 4, Complexity
Assignments involves supervision of the day to day operations of a parking program. The
incumbent performs routine tasks that are clear cut and apply directly to the task at hand, as well as some non-routine tasks such as supervision, coordination of schedules, and resolving customer service issues. The work includes providing guidance to the Parking Associates on day-to-day issues such as directing traffic, collecting parking fees, and customer service best practices.
Factor 5, Scope and Effect
The purpose of the position is to oversee control of the parking lot, cash and credit collection and ensure efficient customer service. The work contributes to the efficiency of the daily operations of the parking program, which includes accuracy of the collection of parking fees. The manner in which the parking program is run impacts UHC and is also a reflection on the Smithsonian as a whole.
Factor 6/7, Personal Contacts/Purpose of Contacts
Contacts include coworkers, volunteers, security staff, museum staff at all levels, vendors, and
the general public. The purpose of contacts is to provide instructions, collect parking fees,
resolve nominal parking problems and provide relevant information relating to the parking
facility.
Factor 8, Physical Demands
The work requires regular and recurrent physical exertions such as walking, standing, bending,
climbing, crouching, reaching, and lifting a variety of moderately heavy items such as boxes or
storage containers.
Factor 9, Work Environment
Work is performed primarily in an office setting with periodic visits to the parking facility during
all seasons of the year.
