Organization Unit: Child Care Centers     

Location: 901 E. 95th Street, Chicago, IL 60619     

FLSA Status: Exempt   

Work Status: Full-Time   

Work Direction: Under the direct supervision of the Executive Director. Supervises Fiscal Department staff.

Basic Function: Responsible for Budgeting, Accounting, Compliance, Contracts/Funding, Cash Management, Leadership, OMB and Head Start compliance; OMB and Head Start compliance; and supervision of Fiscal Department staff.    

Duties and Responsibilities     

1. Budgeting & Financial Planning

  • Lead the agency in the budgeting process.
  • Develop all contract budgets and complete budget revisions as needed.
  • Collaborate with the Director of Enrollment to determine the fiscal impact of enrollment and attendance; monitor and report on agency funding source mix.
  • Review and update cost allocation plan and then implement it.
  • Plan the implementation and facilitation of activities and events, budget spending, material production and resource allocation.

2. Accounting & Financial Reporting

  • Facilitate the end of the month close process.
  • Complete all adjusting entries.
  • Complete bank reconciliations monthly.
  • Manage accounts receivable, perform bank reconciliation and maintain chart of accounts.
  • Prepare monthly reports and financial statements and present to Leadership Team, Board of Directors and Parent Policy Committee.
  • Approve vouchers after completion for accuracy and ensure they are submitted for payment timely.
  • Approve cash disbursement requests.
  • Monitor cash flows weekly.
  • Reconciliation and tracking of inventory.

3. Audit, Compliance & Internal Controls

  • Lead organization in the auditing process.
  • Maintain internal fiscal controls.
  • Ensure Fiscal Policy Handbook and accounting procedures are in place and followed to ensure compliance with City, State and Federal policies and regulations.
  • Enforce proper internal control procedures to safeguard company assets.
  • Recommend and implement accounting and fiscal management systems to meet contract compliance requirements.
  • Responsible for ensuring Organizational Contracts and Documents (i.e., SAMS, State of Illinois Letter of Good Standing, DUNS Number, FEIN number etc.) are current and renewed in a timely fashion.

4. Contract & Fund Management

  • In collaboration with HR, collect and reconcile PARS to ensure appropriate allocation of personnel and include in voucher.
  • Facilitate monthly meetings with program managers to review spending and to ensure all contract revenue and utilization is on track.
  • Serve as financial advisor to program staff in their roles as it relates to the fiscal aspects of the program.
  • Maintain positive and collaborative relationship with funders and external stakeholders.

5. Cash, Credit & Asset Management

  • Manage and reconcile agency credit/debit cards.
  • Approve vouchers and cash disbursements for accuracy and timeliness.
  • Enforce proper internal controls to safeguard assets.

6. Leadership & Supervision

  • Manage and supervise Business Account (likely "Business Accountant" or finance staff).
  • Serve as financial advisor to program staff.
  • Facilitate fiscal training/understanding for program staff and leadership.

7. Other

  • Perform other duties as assigned by the Executive Director.

Requirements:
This position requires an Bachelor's Degree in Accounting, Business, or equivalent, plus three (3) to five (5) year’s experience in a high-volume, billing environment in child care environments or related environments. The candidate must possess a background where the processing of billing/financial information was required. Excellent analytical, problem solving, organizational, and communication skills are also needed to meet the position’s requirements. Extensive use of Excel and Quick Books is necessary. 
 

Work Schedule: The Controller shall generally work forty (40) hours each week in accordance with the schedule personally arranged, and mutually agreed to with the Executive Director.
