About the Department

The County of San Diego has current openings for Project Managers in the Department of General Services, Facility Operations Division.
These positions may have a teleworking and/or flexible schedule available after an initial training period.
Interviews will take place the week of November 10th 2025, and JOB OFFERs will be made the week of November 24th 2025.
June 2026 –4.49% increase to base pay (3% Across-the-Board + 1.49% Market Adjustment)
June 2027 – 4.49% increase to base pay (3.0% Across-the- Board +1.49% Market Adjustment)
About The Department of General Services (DGS) Facilities Operations Division:The County encompasses an area of over 4,000 square miles and is divided into four Regions containing 17 Zones for maintenance purposes. This team’s work includes preventive maintenance on essential building systems, responding to time critical emergency repairs, performing unscheduled maintenance services, compliance and service quality oversight for contract support, and physical security/guard services at select County facilities.
Facilities Operations is responsible for maintaining a portfolio of over 310 County-owned buildings covering 8.3M square feet, responding to emergency actions, facilitating over 70 contracts, delivering mail to 387 County mail stops, and managing the electronic security systems, building access and contracted security. This includes property management of the County Administration Center and County Operations Center.

About the Project Manager-Facility Operations Role:
The Department of General Services is seeking two Project Managers for the Facilities Operations Division. Incumbents will integrate data from various sources to develop, monitor and update enterprise-wide facility plans and budgets. They manage and oversee the performance of contracted work, as well as the work of internal facilities operations and maintenance personnel. In addition, they develop statements of work for procurements, review proposals submitted by contractors, and may also be required to supervise staff.
Project Manager-Space Management:
The Space Management Project Manager will be responsible for the Space Validation Process including managing client interactions, developing/implementing standards, developing a space monitoring process for all County buildings, and requests for new space or relinquishing of space; running a variety of reports, and performing other space management duties as needed. Duties include:
- Lead space management projects from initiation to completion, ensuring adherence to budget, timeline, and quality standards.
- Assess current space usage across the organization, identifying inefficiencies and opportunities for improvement.
- Develop and implement space optimization strategies that align with organizational goals.
- Coordinate with department heads to understand space needs and allocate space effectively.
- Create detailed space plans, layouts, and forecasts based on future growth and business needs.
- Track relevant space types such as restrooms, shops, janitor closets, generators, leased, COOP locations and other necessary metrics to support contracts team and finance teams.
Project Manager-Asset Management:
The Asset Management Project Manager will be responsible for conducting facility condition assessments, ensuring building systems are tracked and categorized, ensuring as-built documentation is available, participating on the development of future major systems projects, running a variety of reports, and performing other asset management duties as needed. Duties include:
- Lead facility condition assessment projects to help determine the state of building systems and make recommendations for how/when to repair or replace
- Develop and implement asset management strategies that align with organizational goals
- Coordinate with the facilities planning board, department heads, and others to inform annual budget planning.
- Manage facility data to ensure building systems are tracked and categorized and as-built documentation is available
- Assess facility assets identifying inefficiencies and opportunities for improvement, redesign, or like for like replacement
The ideal candidates for both Project Manager positions will have experience in the following areas: assessing client needs, prioritizing and facilitating results, developing materials and recommendations for decision-makers, and collaborating across functional disciplines. This includes developing quick turnaround action plans in response to emerging County programs or requests. A successful Project Manager will work independently with clients, consultants, and project teams to prepare analyses, conceptual plans, and cost estimates to deliver results. The Project Manager will have strong oral and written communications skills, as well as fully developed soft skills, including political acumen, the ability to build consensus within both small and large team environments, a strong drive to initiate process improvements, and a commitment to improving performance and client services

Interview and Hiring dates
The timeline for this recruitment is outlined below:
- Interviews, Job Offers and Background Process begin in November 2025. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.
Minimum Qualifications
- A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in city/regional planning, architecture, engineering, construction management or a closely related field; AND two (2) years of professional-level project management experience performing development planning, research, data analysis, computations, project coordination/ management, grants management, or management support activities in architecture/construction, OR
- Six (6) years of professional-level experience in the construction industry as a superintendent or manager of multi-trade construction projects in the performance of general construction and or specialized construction with projects valued at more than $1,000.000.
Condition of Employment
