JOB DESCRIPTION:
General Statement of Duties: Supervise, plan, organize, lead, and implement recreational and educational activities and programs in a recreation format; coordinate and plan district-wide events and volunteers; perform related work as required.
Distinguishing Features of the Class: An employee in this classification is responsible for supervising staff; planning, coordinating, and implementing recreational and educational programs. Work is performed under the general supervision of the Manager of Programs and Community Services, who reviews work primarily based on results attained and community feedback. Supervision is provided to Recreation Coordinators, Program Leaders, Activity Leaders, Customer Service staff, volunteers, and other program support personnel who may be hired either on a regular or temporary basis.

- Develop, schedule, and oversee district events and volunteers; serve as the liaison for community outreach projects, events, and volunteers. Establish appropriate fee schedules and staff procedures.
- Evaluate activities, programs, events, volunteers and sites for participation and effectiveness.
- Prepare an annual events calendar and quarterly events performance reports and share them with the Manager of Programs and Community Services.
- Supervise employees, evaluate, and schedule staff training and development; assess the performance of assigned staff, establish performance requirements; regularly monitor performance and provide coaching for performance improvement and development; recommend disciplinary action including termination to address performance deficiencies in accordance with human resource policies and labor contract provisions.
- Prepare budget recommendations for program area; review and monitor expenditures and revenues; purchase necessary supplies and equipment within authorized spending limits.
- Provide information to and collaborate with the Marketing and Communications Department for program/activity/facility publicity and information for promotional items, sponsorships and marketing strategies.
- Participate and/or work with local public school districts, other recreational programs, outside agencies, blubs, and community groups to promote and coordinate events and volunteers.
- Maintain appropriate records and prepare reports related to programs, activities, and events.
- Provide assistance and problem-solve with staff, participants regarding program activities. Respond to a variety of inquiries and/or complaints from participants and the general public.
- Coordinate the delivery of events, which could include establishing the budget, setting fees, recruiting volunteers and/or paid staff, communicating with sponsors, contracting for entertainment, permitting, providing for decorations and/or food, arranging for payment of costs incurred, and evaluating these components.
- Assist outside departments with program events as needed.
- Assess the environment for risks and correct potential hazardous conditions. Report all work-related employee incidents and patron incidents. Ensure employees are held to district safety, security, and loss control standards. Work with Risk Specialist to update procedures and adhere to current policies.
- Communicate professionally, effectively, and work collaboratively with all team members, other departments, agencies, and the general public.
- Develop customer service operations and procedures and maintain an ongoing evaluation of procedures for effectiveness. Train assigned staff on how to adequately address problems over the phone or in person and how to write correspondence.
- Supervise the work of event and volunteer Coordinators who work with user groups, event chairs and the general public to rent amenities within the district. Maintain accurate rental records using ActiveNet, Asana, and other provided tools.
- Maintain and manage an inventory of supplies, tools, decorations, and costumes across multiple sites, for use in events and volunteers.
- Participate in programs and activities that promote workplace diversity and a positive employee relations environment.
- Develop performance measures to determine a better understanding of the quality and efficiency of events and volunteers.
- Provide assistance to and problem solve with staff and patrons, sometimes in an on-call capacity. This can include evening, weekend, and some holiday hours.
- Handle major incidents that cannot be resolved by staff. Observe, respond, and report any condition which may endanger the safety of staff or patrons.
- Complete other job-related duties or tasks as required.
DESIRABLE QUALIFICATIONS:
Knowledge: Considerable knowledge of the methods involved in developing, implementing, and evaluating recreational programs; principles of supervision and personnel practices; knowledge of providing community-wide events and volunteers; knowledge of budgeting and record keeping.
Skills: First aid and CPR. Proficient technological skills including MS Office and the ability to learn new technology.
Abilities: Effective verbal and written communication; multi-tasking, attention to detail; recreational and educational program development to meet the needs and interests of patrons and participants; plan, organize, lead, and direct the work of others to meet overall objectives and goals; work successfully with local public school districts, other recreational programs, clubs, and organization; problem-solve.
Physical Requirements of the Position: While performing the duties of this position, the employee is frequently required to sit, stand, bend, and stoop, occasionally in conjunction with reaching for and manipulating objects. The position requires mobility including the ability to move materials weighing up to 30-60 pounds occasionally such as boxes/bags of activity materials, equipment, etc. On occasion, the employee is required to remain standing and mobile for 2-10 hours at a time for events and other special occasions. Manual dexterity and coordination are required over 75% of the work period while working in this position. Duties of this position are mainly performed inside but occasionally the employee is required to be outside for extended periods of time and exposure to seasonal weather extremes is possible. Exposure to loud noise is low, and never necessitates hearing protection. Outside of establish workweek hours, will work a flexible schedule, including weekends, evening, meetings, and on-call status as needed including weather related schedule adjustment. Personal Protective Equipment: Nitrile gloves for the administration of first aid.
Required Experience and Training: Four-year degree in recreation management, business management, tourism and hotel management or a related field, and two years of progressively responsible experience in a community education, recreation, or related area; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties.
Preferred Experience and Training: A masters degree in recreation management, business management, tourism and hotel management or a related field, and five years of progressively responsible experience in a community education, recreation, or related area; and/or Certified Park and Recreation Professional (CPRP) certification.
Necessary Special Requirements: Possession of or ability to obtain current first aid and CPR certificates; possession of or ability to obtain a valid Oregon drivers license; safe driving record; possession of or ability to obtain an Oregon Food Handler Permit.
ADDITIONAL INFORMATION:
Hours/Shifts
Typically 8:30 AM - 5:00 PM M-F, this position will work regular nights and weekends for events.
