What are the primary responsibilities in the Subcontracts & Procurement Manager position?
This position requires a proven leader with expertise in subcontract administration, procurement strategies, and material requirements planning (MRP). The successful candidate will oversee a dedicated team and ensure compliance with U.S. Government contracting regulations, company policies, and program objectives. The ideal candidate will have demonstrated experience supporting complex federal proposals, managing supplier/subcontractor relationships, and ensuring compliance with FAR/DFARS and other USG regulations. Proficiency in Deltek Costpoint is a must. Responsibilities will include, but are not limited to:
- Manage the full acquisition lifecycle of subcontracting/procurement activities, from sourcing and solicitation through negotiation, award, and closeout.
- Support proposal development efforts by preparing subcontractor RFIs/RFQs/RFPs, evaluating quotes, and coordinating agreements in accordance with USG requirements.
- Collaborate with cross functional teams, including business development, program managers, contracts, finance, and compliance teams to ensure subcontract deliverables and terms align with prime contract requirements.
- Review and negotiate subcontractor terms and conditions to ensure favorable and appropriate flow-downs and risk mitigation.
- Enter and maintain subcontract data and documentation in Deltek Costpoint and/or other procurement systems in accordance with company/customer requirements.
- Ensure compliance with federal regulations (FAR, DFARS, ITAR, EAR) and internal company policies.
- Perform cost and price analyses for subcontractor proposals and modifications.
- Assist in audit readiness and respond to data calls from customers, DCAA, and DCMA as needed.
What required background will make you successful?
- US CITIZENSHIP
- Active TS/SCI clearance (must be current).
- Minimum of 2-5 years of management experience leading process or teams.
- Minimum of 5–7 years of subcontract administration experience in a government contracting environment.
- Strong knowledge of FAR, DFARS, and other government procurement best practices.
- Knowledge of MRP systems and supply chain best practices.
- Experience evaluating and supporting federal proposal efforts from a subcontract/procurement standpoint.
- Proficiency in Deltek Costpoint.
- Excellent negotiation, analytical, and communication skills.
- Ability to manage multiple priorities in a fast-paced environment.
Preferred skills:
- Bachelor's degree in Business, Supply Chain, or related field (or equivalent work experience).
- Experience supporting classified programs in DoD or Intelligence Community (IC) environments.
- Knowledge of CPSR audit requirements.
Where is the position located?
This position is located at our Tucson, AZ Headquarters and candidates will be required to work on-site and/or hybrid work schedules.
