Job Title: Deputy Fiscal Officer

Salary Range: $65,998 - $109,990 (based on experience and qualifications)

FLSA Status: Exempt

Hours: Full time, 40 hours per week

Job Objective

Under general direction of the Fiscal Officer, assists with business operations in the management of GCPL’s finances. Performs financial functions including the transfer and payment of funds as directed; prepares financial reports and manages payroll. In the absence of the Fiscal Officer, the Deputy Fiscal Officer serves as the Fiscal Officer for Greene County Public Library (GCPL) and performs all duties of the Fiscal Officer.

Requirements

Essential Job Functions

  • In the absence of the Fiscal Officer and/or by direction of the Board of Trustees, serves all fiduciary responsibilities for GCPL.
  • Receives and disburses GCPL funds.
  • Processes and manages Payroll.
  • Monitors fund balances and keeps Fiscal Officer informed of GCPL’s financial condition.
  • Resolves vendor problems and issues related to purchasing.
  • Assists Fiscal Officer with investing GCPL funds and makes recommendations for investments.
  • Prepares budget reports, forecasts, cost studies, and special reports as needed.
  • Responsible for the maintenance of inventory, supplies, and accounting records according to established guidelines.
  • Contributes to the management of GCPL’s risk management and insurance program.
  • Researches and prepares documentation for internal and external audits.
  • Collaborates with Human Resources Officer regarding payroll and benefit decisions as they relate to HR compliance.
  • Attends meetings of the Board of Trustees and committee meetings as requested.
  • Keeps abreast of current developments in the field through attendance and participation in conferences and workshops, and through programs of continuing education, professional reading and participation in professional groups;
  • Maintains good relations with the Executive Director and the Board of Trustees, the public and other staff, individually and in general; shows tact and courtesy.
  • Serves as credit card Compliance Officer.
  • Other related duties may be required by the Fiscal Officer and/or the Board of Trustees. These duties are nonessential functions of this position.

Skills, Knowledge and Abilities

  • Knowledge of governmental fund accounting and Ohio governmental budgeting practices and procedures.
  • Knowledge of Library's statutory requirements and powers as authorized by the Ohio Revised Code, Ohio Administrative Code, opinions of the Attorney General, and all applicable laws and regulations.
  • Knowledge of relevant Ohio library law, workers compensation, unemployment, OPERS regulations, and tax procedure as it pertains to payroll administration.
  • Knowledge of financial and payroll software with ability to perform routine as well as complex transactions.
  • Knowledge of insurance practice and inventory management.
  • Ability to work independently.
  • Ability to carry out the duties of the position with integrity. Eligible to be bonded.
  • Ability to represent the library system effectively at professional GCPL meetings and conferences and on professional panels.
  • Ability to communicate clearly: listen, understand, speak, and write effectively.

Qualifications

  • Bachelor’s degree in business or accounting from an accredited college or university required.
  • Graduate level Finance degree, CPA, CGFM, or CPFO preferred.
  • Center for Public Investment Management (CPIM) Certificate of Completion as required by Ohio Revised Code sections 135.22 and 321.46 (this may be obtained within first year of employment).
  • 3-5 years of experience in finance and accounting, preferably within a public library or other public agency.
  • Payroll software experience required.

Environmental Conditions

  • Work is performed in an office-like setting, but with need for considerable mobility: light lifting, bending, stooping, stretching and sitting at a variety of desks and service points.
  • Employee may be scheduled to work evening and weekend hours, including Sundays; schedules may be altered depending on GCPL’s needs.
