About the Department
Under the general direction of the City Manager, the Finance Director plans, organizes, and directs all financial operations of the City, including accounting, budgeting, financial reporting, payroll, utility billing, treasury management, debt administration, procurement, and revenue collections. The Finance Director provides strategic financial guidance to City leadership, ensures compliance with applicable laws and regulations, and maintains the fiscal integrity and long-term financial health of the municipality. This position serves as a member of the City's executive management team and supervises assigned personnel.

Minimum Qualifications
Must be physically able to operate small hand tools, and a variety of automated office machines, which includes a computer, calculator, copier, cash register, meter reader, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of ten to sixty pounds.

- Financial Oversight and Leadership
- Directs, coordinates, and evaluates all financial operations of the City, including general ledger accounting, cash management, treasury, payroll, accounts payable/receivable, and procurement functions.
- Provides financial leadership in collaboration with the City Manager and executive team to support strategic goals and decision-making.
- Establishes internal controls to ensure the accuracy, integrity, and security of the City’s financial transactions and records.
- Budget Development and Management
- Leads the preparation of the City’s annual operating and capital budgets, ensuring alignment with policy priorities, service delivery goals, and fiscal sustainability.
- Develops and presents multi-year financial forecasts and long-range budget planning tools to inform Council decisions.
- Monitors departmental expenditures and revenues to ensure compliance with the adopted budget and recommends adjustments as necessary.
- Financial Reporting and Audit Coordination
- Oversee the timely and accurate preparation of financial statements and reports, including the Annual Comprehensive Financial Report (ACFR), in compliance with GASB and GAAP.
- Coordinates the external audit process; serves as liaison to independent auditors and ensures timely resolution of any audit findings.
- Prepares monthly, quarterly, and annual financial reports for management, City Council, and regulatory agencies.
- Revenue Administration and Treasury Management
- Supervises the collection and reporting of all City revenues, including taxes, licenses, fees, fines, and utility payments.
- Manages the City’s cash flow, investment portfolio, and banking relationships in accordance with City policy and state law.
- Oversees the issuance, management, and repayment of municipal debt, including bonds and lease-purchase obligations.
- Policy and Compliance
- Develops, implements, and maintains financial policies, procedures, and internal controls to ensure compliance with local, state, and federal regulations.
- Stays abreast of legislative and regulatory changes affecting municipal finance and advises City leadership accordingly.
- Ensures compliance with procurement laws and overlooks citywide purchasing and contracting functions.
- Staff Supervision and Department Management
- Manages, mentors, and evaluates Finance Department personnel; establishes performance standards and professional development plans.
- Promotes a culture of accountability, service excellence, and continuous improvement.
- Ensures adequate training, resources, and support are provided to staff to carry out their responsibilities efficiently and effectively.
- Strategic Financial Planning
- Conducts long-term financial planning to assess the impact of policy changes, economic conditions, and service demands.
- Advises the City Manager and elected officials on the financial implications of current and proposed programs, services, and capital projects.
- Plays a key role in economic development initiatives by analyzing financial incentives and evaluating fiscal impacts.
- Technology and Systems Oversight
- Ensures effective use of financial software systems and technology to improve accuracy, transparency, and efficiency.
- Coordinates with the IT Department to support system upgrades, integrations, and cybersecurity safeguards for financial systems.
- Council and Public Engagement
- Prepares and delivers financial presentations to City Council, boards, committees, and the public.
- Responds to inquiries from elected officials, the public, media, and staff regarding financial matters in a professional and timely manner.
- Supports transparency and public trust through clear, accessible financial communication and reporting.
