About the Patient's Compensation Fund

The Patient's Compensation Fund (PCF) was created in 1975 to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the state. The Patient's Compensation Fund is self-funded state entity, operating independently of the main state budget, and governed by the PCF Oversight Board. The Patient's Compensation Fund provides protection for the healthcare system, keeping costs down, and providing a guaranteed pool of funds to pay those citizens injured from medical malpractice of private care providers.

This vacancy is an internal only promotional opportunity within the PCF.

The incumbent in this position will provide professional level accounting services to the Patient’s Compensation Fund and the Oversight Board. Incumbent assists in training staff, reviews lower-level Accountant and Contracts Grants Reviewer work and participates in the recruitment process in the hiring and promotions of Accounting staff.   Confers with agency fiscal, claims, and administrative management to resolve highly complex fiscal, compensation, benefit, and claims future medical problems. 

The incumbent serves as the Lead Accountant and exercises direct supervision over one Accountant 2 position, one Contract/Grants Reviewer 3 position, and indirect supervision over two Accountant 2 positions. This position may also exercise direct supervision over student workers in the unit. This position reports directly to the Accountant Manager 2 and serves as backup to the Accountant Manager 2 in their absence.

Position Duties

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Supervises, trains, reviews and approves the work of subordinate staff responsible for processing 300-500 future medical payments, contracts, and student worker. 

Leads training and cross-training initiatives for the accounting team to enhance employee skillsets and support business continuity. Conducts regular staff meetings and performance reviews, providing feedback and coaching to promote employee development and operational excellence. Participates and delegates on-the-job training to perform, evaluate, approve, and direct work of subordinate staff. 

Approves leave requests and time sheet for assigned staff, ensuring coverage and workload balance. Manages attendance in compliance with agency leave policies.

Prepares and facilitates performance evaluations and planning sessions. Documents ongoing performance and revises planning expectations throughout the year in accordance with unit expectations. 

Timely reviews and revises job description of subordinate staff.

Monitors all investment activity. Records all necessary transactions and journal entries to report interest, sales, dividends, gains and losses and other costs in the PCF internal accounting system. Prepares investment reports as needed and requested by Executive Management. Reviews and verifies the accuracy of the fund balance reported by the money managers and custodian. 

Analyzes data, extracts information, prepares applications for automated systems, and manipulates information in the preparation of complex financial reports and schedules. 

Ensures that accurate internal ledgers and records are maintained and are reconciled periodically with reports generated by agency internal systems Accufund and Prism, or equivalent.

Responsible for oversight of posting and journalizing ledgers and preparing financial accounts reports. 

Communicates with public and private accountants; state, federal, and independent auditors; banks; brokerage firms; and program or management personnel for the purpose of providing information and technical assistance needed to resolve problems. 

Confers with administrators regarding problem areas, making recommendations for increasing efficiency, and for changing procedures.]

Position-Specific Details:

Appointment Type:  Full time, Classified. Promotional. Only current classified permanent employees of the PCF will be considered.

Work Schedule: Monday - Friday, overtime as needed. 

Compensation: Depends on the qualifications of the selected candidate.
