Hours: 37 hours per week

Location: You will be expected to attend a CBC office location as often as needed to carry out your role, which will be no less than once per month.

Contract Type: Hybrid - Permanent

About the role:

An opportunity has arisen for a highly motivated and suitably experienced individual to lead our Integrated Transport and Active Travel teams to help inform where transport investment is focussed. This new role requires the successful management and delivery of a number of both capital and revenue projects in a high-profile Capital works programme. The Transport and Active Travel Manager role will be responsible for both the development and delivery of the programme for this area including preparing funding bids. 

 

You will work with the Head of Traffic Management to support the delivery of the Highways Service and manage the Integrated Transport and Active Travel Teams. The team is responsible for providing a safe road network that operates efficiently and effectively, providing strategic direction for the active travel and all road users, being mindful of budget constraints, legislation and the sustainability agenda. Your team will be responsible for delivering active travel schemes, providing road safety analysis and investigating requests for new highway infrastructure such as traffic signs and road markings, traffic calming, pedestrian crossings, new footways, and other low cost highway improvements and assist the Highways PMO team in developing the Council’s capital works programme and a long term strategy to scheme delivery.

 

The ideal candidate must be able to demonstrate an understanding of active travel and have managed a team delivering traffic improvement and road safety schemes. Day-to-day, you will be able to deliver key improvements through; policy development, the implementation of traffic calming, accessibility and road safety schemes, along with their associated traffic regulation orders, and assess the impact of traffic on the network using a data led approach. 

 

To join us as a Transport & Active Travel Manager you will have experience in a similar role, providing leadership in a local authority setting, or working within a related Highways, Transport and Active Travel environment.  You are organised and have significant in-depth knowledge of highway and traffic legislation and regulations including the Highways Act, the Traffic Signs Regulations and General Directions and the Traffic Management Act. You can analyse statistical data, write policy and strategy documents, and enjoy completing tasks in a complex environment. With this expertise, you’ll have the confidence to contribute, and your strong communication skills will be essential along with an organised, team-focused approach.

 

You will have a qualification in a relevant discipline, such as Highways Engineering or Transport Planning, or hold a professional membership with a relevant organisation with significant professional experience.

 

The role will involve working closely with Senior Officers, elected members and other Council teams to ensure that the management and improvement of the network support Council priorities and policy documents. You will need to be organised, able to manage and prioritise workloads. You should also be able to communicate with the Council’s customers and stakeholders effectively, promptly, and courteously, with the ability to explain highways considerations to technical and non-technical audiences.

Key Responsibilities of Transport & Active Travel Manager:

  • Work closely with the relevant Highway teams, Local Authority partners and Active Travel England to develop and deliver active travel schemes to agreed specifications and timescales.
  • Establish, develop and maintain strong collaborative partnerships and relationships with key internal and external stakeholders including Active Travel England, Local Authority Partners and user groups.
  • Lead on the development and submission of funding bids working closely with key partners
  • Monitor and manage budgets ensuring the effective use of financial resources within the budget available.
  • Support the delivery of Active Travel schemes from concept to physical delivery and evaluation in conjunction with the Transport team.
  • Undertaking procurement exercises and manging contracts with external suppliers, as and when required.
  • Representing the the Council at local, regional and national meetings and events.
  • Providing a critical friend review of scheme and project design to ensure local and national standards are achieved.
  • Supporting consultation processes to ensure active travel investments meet the needs and wishes of users.
  • Champion the importance of active travel with both internal and external stakeholders to ensure their value is understood. 
  • Coordinate the development of road safety schemes through the analysis of multiple data sources to identify cluster sites
