The Role
As People Partner to the Safety and Airspace Group (SARG), you will work closely with the Strategic People Partner to provide business partnering services and advice. You will be expected to work in partnership with managers and senior leaders within SARG to deliver people solutions to enable delivery of the Group’s business strategy and the wider CAA People Strategy.
This is a varied role, combining strategic contribution with hands-on delivery, where your work will have tangible impact on a function that is at the heart of aviation safety and regulation.
Core Accountabilities
- Deputise for the Strategic People Partner taking accountability for decisions in their absence.
- Capacity – Facilitate effective strategic and operational workforce planning to ensure resource plans are robust, reflect the skills needed for the future and are affordable.
- Capability – Contribute to the development of skills, talent and leadership to strengthen performance and future readiness.
- Culture – Partner with the Strategic People Partner and business leaders to bring the CAA values to life, enhancing the colleague experience.
- Translate people data and trends into meaningful reporting and provide insights to inform local decision-making and actions.
- Provide data to inform key governance forums such as the SARG Leadership Team meetings, SARG Governance Board and Business Insights meetings.
- Work with the Strategic People Partner and SARG leaders and managers to understand business needs and translate priorities into actionable people plans and outcomes.
- Work with the Strategic People Partner on facilitating the design of organisational design that is fit for purpose.
- Once the review of organisation design or operating models has been completed, lead the delivery of organisational change including leading on any redundancy processes within specific departments.
- Take a leading role in supporting leaders and managers to deliver change using CAA policy, practice and legal frameworks. Contribute to the building of leader and manager capability to lead change with confidence.
- Collaborate with the SARG Strategic People Partner to identify and deliver workforce initiatives that enhance performance, capability, and engagement.
- Support the roll-out of corporate People and Culture initiatives within SARG, ensuring effective local adoption. Support the delivery of local action plans responding to findings from staff surveys and other colleague feedback.
- Promote a culture of inclusion, career growth, continuous improvement.
- Collaborate with People and Culture specialists to deliver coherent, consistent effective people services and interventions
- Lead or support improvement projects within People and Culture Delivery to simplify processes and enhance service to managers.
About You
Essential
- Strong HR business partner experience gained in a complex or regulated environment.
- Experience of strategic and operational workforce planning.
- Experience of delivering organisational change programmes, including redundancy and redeployment processes.
- Knowledge of a range of organisation change models and experience of applying them in a variety of business contexts.
- Strong communication, coaching, and influencing skills with the confidence to engage at all levels.
- Proven ability to partner with senior leaders and managers, building credibility and trusted relationships.
- Excellent knowledge of UK employment law.
- Proficient in using HR systems and data to inform decisions.
- CIPD Level 5
Desirable
- CIPD Level 7

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.
We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
