ABOUT THE POSITION
This management role leads and oversees major functions within the Engineering Division of the Development Services Department. Responsibilities include planning, organizing, and managing capital improvement project design and delivery, private development review, engineering permits and inspections, and sustainability and environmental programs such as stormwater, sewers, solid waste, and climate action initiatives. The position works closely with the City Engineer to manage staff and resources, improve organizational productivity and customer service, and provide expert support on complex projects, policies, and both short- and long-term planning efforts.
This is a highly responsible management classification requiring independence, initiative, and discretion in decision-making. The position coordinates activities with other City departments and outside agencies, ensures compliance with regulatory requirements, and advances the City’s infrastructure and sustainability goals. It also provides leadership in developing and implementing policies, managing budgets, evaluating programs, and supervising professional, technical, and clerical staff to achieve high-quality results for the community.
ABOUT THE DEPARTMENT
The Development Services Department is responsible for all development within the City of Los Altos. The department includes Building & Safety, Business Licensing, Code Enforcement, Engineering, Housing, Planning & Zoning, and Sustainability. The Engineering Division, encompasses land development, transportation, sewers, stormwater and the sustainability.ABOUT THE RECRUITMENT

Position Duties
- Plans, manages, and oversees the daily functions, operations, and activities of assigned functions and/or programs within the Engineering Division including engineering, capital improvement projects, private development projects, engineering permits and inspections, sustainability and environmental programs, engineering support services, and related program areas.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends, within division policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Participates in the development, administration, and oversight of operational and capital improvement program (CIP) budgets; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding; reviews and approves all invoices.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.

Minimum Qualifications
- Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering, or a related field.
- Fiver (5) years of increasingly responsible experience in civil engineering or administering and managing public works programs including two (2) years of supervisory experience.
- Possession of a valid California Driver’s License or evidence of equivalent mobility, to be maintained throughout employment.
- Possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California, to be maintained throughout employment.
