About the Department

GENERAL DESCRIPTION OF POSITION
The Public Works Director oversees and manages all divisions of the City’s Public Works Department, including Streets, Fleet, Water/Wastewater, Sanitation, Parks, and Property Maintenance. This position provides strategic leadership, directs daily operations, manages budgets, and ensures high-quality services that support the community’s infrastructure and quality of life.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Provide leadership and direction to division managers and staff; promote a culture of teamwork, accountability, and excellent service.
• Oversee planning, construction, maintenance, and repair of City infrastructure, including streets, water, sewer, drainage, sanitation, parks, and public facilities.
• Develop and manage annual department budgets; monitor expenditures and identify cost-saving measures.
• Evaluate short- and long-term infrastructure needs; recommend and implement improvement plans and capital projects.
• Review and approve development projects for compliance with City codes, standards, and long-term infrastructure planning.
• Manage public works projects, including design, bidding, contractor oversight, and quality control.
• Ensure compliance with all applicable local, state, and federal regulations.
• Serve as primary point of contact for public inquiries and intergovernmental coordination related to public works services.
• Advise the City Manager and elected officials on public works issues, projects, and policies.

Minimum Qualifications

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
• Bachelor’s degree in Public Administration, Engineering, or a related field
preferred
• Eight (8) years of progressively responsible public works or municipal
management experience, including at least five (5) years in a leadership role.
• Strong knowledge of municipal infrastructure systems, budgeting, capital project
planning, and regulatory compliance.
• Excellent communication, leadership, and problem-solving skills.

Other Qualifications

ADDITIONAL INFORMATION
Valid Oklahoma driver’s license required
