Accountable for the quality of all nursing care provided within multiple system-level and/or site-based nursing programs including the Nurse Residency and Extern Program, PRN Nursing Float Pool, and Patient Monitoring Program. Provides direction, leadership, organization, and general management for all aspects of patient care ensuring integration of services and compliance with the long-range objectives of the Cherokee Nation and Health Services division. Oversees the implementation, operations, evaluation and reporting of the Nurse Residency and Extern Program, PRN Nursing Float Pool, and Patient Monitoring Program. Actively plans, develops, and implements new programs and collaborates with the Senior Director of Nursing, Health and Medical Leadership, and personnel at all levels within the Cherokee Nation Health System and other healthcare facilities to provide leadership, direction, organization and general management of all aspects of patient care coordination and departmental functions.
Job Duties:Provides healthcare services to individuals eligible for services in accordance with the self-governance compact founding agreement between the Cherokee Nation and United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Ensures applicable federal, state, local, and organizational privacy laws and regulations are followed with issues related to Health information, confidentiality, release of information and patient rights. Complies with the applicable state and federal regulations in regard to the security, safety, and confidentiality of any health services record they create, maintain, transfer or destroy whether the record of written, taped, computerized or stored in any other medium. Maintains the confidentiality of any information received from any person or source about a client/patient, unless authorized in writing by the client/patient or otherwise required by law or court order. Ensures availability for emergency situations in person, electronically, by phone, or by a qualified delegate 24 hours a day. Models customer service principals that promote appreciation of our patients, families partnering hospitals, clients, and employees in keeping with the Cherokee Nation Health System’s vision statement. Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal, tribal and/or state regulations. Recognizes the need for new or updated policies and standard operating procedures. Creates, reviews and revises policies and standard operating procedures as needed. Assists in managing, monitoring and developing assigned departmental budgets. Daily oversight, planning, and implementation of new nursing service lines, and programs by identifying key needs, components, and objectives of comprehensive clinical nursing development programs. Develops and implements collaborative interprofessional relationships with internal and external partners and draws on these relationships to enhance clinical care and achieve positive outcomes. Promotes age and culturally appropriate care. Interprets the multiple dimensions of nursing care that require system-level resources and provides leadership to ensure the system obtains needed resources. Advances the practice of nursing through innovative evidence-based professional practice guidelines, standards and organizational policies. Provides technical guidance, delegation and direction to other registered nurses, licensed practical nurses, nurse technicians, nurse residents, nursing assistants, and nursing students. Designs and evaluates innovative individual and/or population-based models of care to achieve targeted nursing-sensitive patient outcomes within the health system. Coordinates planning, implementation, and training with interdisciplinary team including but not limited to: Health IT, Clinical Applications Coordinators, Billing/Coding, Patient Access, Ancillary Services. Contributes clinical expertise and nursing perspectives to decision-making processes through committees, project development and work groups that align with the organization’s mission, goals and values. Develops programs that support the cultivation, dissemination and integration of evidence-based best practice knowledge into patient care. Gathers and analyzes data to identify process successes and opportunities, and presents resolutions for process improvement. Ensures comprehensiveness and coordination of hospital and emergency department follow-up calls. Ensures comprehensiveness and coordination of the Patient Monitoring Program and collaboration with all CNHS locations. Enhances care coordination experience for patients across the health spectrum. Provides data to senior nursing and health leadership as directed. Manages the PRN Nurse Float Pool, Patient Monitoring Program Staff and Nurse Residents and Externs including communication with site nurse managers, orientation of nursing staff and coordination of scheduling and/or rotations. Interviews, selects and hires nursing staff and nurse residents. Works with staff members to implement the Nurse Residency and Externship according to timelines and ensures adherence to residency standards. Establishes networks with area nursing schools and monitors opportunities to interact with the facility and students regarding the Nurse Residency and Extern Program. Maintains current knowledge of the operation of patient care units with respect to the roles of preceptor, educator, nurse manager, and new graduate nurse. Supports, advises and assists these roles in implementing and continuing/enhancing the Nurse Residency and Extern Program. Represents Cherokee Nation Health Services while promoting Cherokee Nation Nursing, the Nursing Scholarship Program, and the Nurse Residency and Extern Program. Conveys a positive image of the Nurse Residency and Externship, PRN Float Pool, Patient Monitoring Program, self, and Cherokee Nation with internal and external constituents. Facilitates residency program data collection and outcome tracking as appropriate; uses metrics to analyze performance and provides updates to senior nursing leadership. Manages relationships between nurse residents, nurses, nurse managers and ancillary departments. Facilitates the nurse residents' professional nursing growth and development. Assists nurse residents in applying for full time positions with Cherokee Nation Health Services. Ensures efficient and effective work schedules for all assigned departments. Leads and promotes staff of all programs/departments by encouraging, rewarding, coaching and administering disciplinary action as appropriate. Works in collaboration and in partnership with the Senior Director of Nursing to ensure standardization of processes and education across all sites. Provides ongoing communication and reporting to CNHS Leadership Team. Performs other related duties as assigned or requested.
SUPERVISORY RESPONSIBILITIES
Directly supervises up to four (4) subordinate supervisors who supervise more than one-hundred (100) employees in the Health Services Department. Carries out supervisory responsibilities following the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Qualifications:EDUCATIONAL REQUIREMENT
Bachelor’s degree in Nursing from a 4-year college or university; no substitutions.
EXPERIENCE REQUIREMENT
At least four (4) years of experience in a related field. Supervisory experience preferred.
COMPUTER SKILLS
An individual should know Accounting software, Contact Management software, Database software, Design software, Human Resource systems, Internet software, Inventory software, Order processing systems, Payroll systems, Project Management software, Spreadsheet software, and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
The applicant/employee must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Must be licensed by the Oklahoma Board of Nursing (OBN) as a Registered Nurse (RN) or possess a multistate RN license accepted by the OBN, no substitutions. Must maintain license throughout employment. Must obtain Basic Life Support (BLS) certification within 60 days of employment and maintain throughout employment. Must possess and maintain Advanced Cardiac Life Support (ACLS), and any other certifications/courses/programs as required by the programs/departments managed. If not certified, certification must be obtained within ninety (90) days of hire and maintained throughout employment.
OTHER QUALIFICATIONS
The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.
