Position Duties
The Human Resources Manager II in the Disability Claims Management Division is responsible for planning, directing and supervising subordinates in the claims management of the Judiciary-wide system for workers’ compensation and temporary disability claims management; preparing responses to audit requests; overseeing studies, evaluations and recommendations for improvement to policies and procedures in the processing of workers’ compensation and temporary disability insurance claims; reviewing and evaluating changes to the workers’ compensation and temporary disability insurance laws and related rules; recommending and implementing necessary changes to the program as a result of law changes; and performing other related duties as required.
Minimum Qualifications
WORKERS' COMPENSATION EXPERIENCE: Applicants must possess three and one-half (3-1/2) years of progressively responsible professional work experience in the management of workers’ compensation claims from investigation to settlement. The experience must have demonstrated substantive knowledge, and the interpretation and application of workers’ compensation laws, regulations and procedures, administrative rules and collective bargaining agreement provisions affecting workers’ compensation pay and benefits.
1. Staff Specialist Experience: Professional human resources management or workers' compensation management experience performing work regularly encompassing difficult and complex situations and problems in the designated human resources specialty or in workers' compensation with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; OR professional human resources management or workers' compensation management experience performing extensive and intensive work in a designated area of specialization, working on the most complex, and difficult assignments in the areas of program development and evaluation, development of new and revised procedures, review of working situations to be sure that departments are following guidelines for sound human resources or workers' compensation practices, development of legislative proposals or analysis of the impact of proposed legislation, and engaging in human resources or workers' compensation research aimed towards improving the human resources or workers' compensation system.
2. Supervisory Experience: Experience in a designated field of human resources management or workers' compensation management which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them of difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees.
ADMINISTRATIVE APTITUDE: Administrative aptitude is strong affirmative evidence of the necessary administrative aptitudes and abilities, such as success in regular or special assignments or projects which involve administrative matters (e.g., planning, organizing, promoting and directing a program providing staff advice and assistance); managerial interest demonstrated by the performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to resolve them; completion of educational or training courses in management accompanied by the application of principles learned to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments involving managerial and/or administrative tasks.
