Department: Operations – Services
Reports To: RavenTek Program Manager
Location: Washington, D.C.
Schedule: Monday – Friday
Hours: Full-time, 40-hours/week
FLSA Status: Hourly, Nonexempt
Clearance: Top Secret
Position Summary
The Management Analyst will provide direct support to a U.S. Government counterterrorism office, contributing to the coordination, development, design, and execution of counterterrorism preparedness programs. The role includes policy research, program support, administrative and analytical functions, and facilitation of interagency coordination. The position requires significant interaction with senior U.S. and foreign officials, preparation of briefing materials, and execution of crisis response and preparedness activities. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the customer.
Requirements
Essential Duties and Responsibilities
- Provide administrative, development, and implementation support for counterterrorism initiatives and policy efforts.
- Read, analyze, and summarize CT-related products (including embassy cables, intelligence, and defense reports); draft policy recommendations for senior officials.
- Draft readouts, memoranda, talking points, annotated agendas, and other official materials for U.S. Government officials.
- Support the logistics and development of U.S. Government interagency and foreign engagements, including agenda drafting, invitation tracking, moderation, summaries, and lessons learned.
- Liaise with U.S. Government agencies, supporting interagency working groups and NSC-led groups such as Sub-PPC, PPC, and DC.
- Plan and execute events: identify/procure spaces, manage participants, track responses, draft agendas/summaries, and follow up on action items.
- Assist with travel arrangements and overseas trip support, including coordination with U.S. Embassies and CT teams.
- Support engagement with host governments and embassies on counterterrorism policies, exercises, information sharing, hostage affairs, and terrorism finance.
- Assist in the development and maintenance of CT knowledge assets (action items, rosters, management systems).
- Support crisis response programs and preparedness activities, including NSC-directed exercises, ISEG, Hostage Affairs Working Group, WMDSG, DAWG, CT Advisor training, and CT Technical Programs.
- Up to 10% domestic and/or international travel may be required.
- Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
- Submit Monthly Status Reports on a regular basis, as required.
- Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
- Complete required compliance training as assigned.
- Other duties as assigned.
Knowledge and Critical Skills
- Knowledge of and experience working with the Department of State or other federal government agencies (minimum 3 years).
- Familiarity with NSPM-4, PPDs, and other counterterrorism policy frameworks.
- Strong oral and written communication, analytical, and problem-solving skills.
- Experience preparing background papers, talking points, and recommendations for senior officials.
- Ability to work with senior and foreign officials, interagency, and international stakeholders.
Education & Work Experience
- Bachelor’s degree or equivalent.
- Minimum of four years of general experience in relevant fields.
- Experience in counterterrorism initiatives or policy issues preferred.

Special Requirements
- Top Secret (TS) clearance required.
Work Environment
Employee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.
Physical Demands
To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
