About the Department
This position Management & Budget Analyst Sr. is located in the Department of Finance, Office of Management and Budget and is responsible for performing the most complex professional organization–wide financial evaluations and analysis of programs, services and operations. This position serves as the key owner and convener of the capital planning process, working across departments, internal service providers, and executive leadership to assess readiness, align priorities, and ensure execution of Metro’s capital budget. The role demands high-level analytical skills, project management acumen, and cross-functional facilitation experience to ensure that capital investments align with Metro’s strategic goals and financial sustainability. This position requires strong analytical, oral, written and organizational skills. The selected applicant will also have demonstrated customer service orientation. Performs other related duties as required.
Metro Finance has several divisions, including procurement, treasury and management and budget. The department's employees are charged with providing financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.Position Duties
- Leads the planning, analysis, and coordination of Metro’s annual capital spending program within the Finance department.
- Manages timelines, develop tools, and facilitate interdepartmental collaboration throughout the capital budget lifecycle.
- Monitors and analyzes the financial affairs of assigned departments that are the most complex.
- Conducts structured readiness reviews of departmental capital requests, assessing operational feasibility, alignment to strategic plans, and implementation capacity.
- Convenes working sessions with departmental stakeholders, Finance leadership, General Services, Legal, IT, and external consultants to guide project prioritization and resolve implementation barriers.
- Tracks and reports on capital project progress, budget performance, and fund utilization. Develop dashboards and narrative summaries for Finance leadership, Mayor’s Office, and Council briefings.
- Recommends and implement enhancements to Metro’s capital planning processes, including updates to submission templates, evaluation rubrics, and post-implementation reviews.
- Prepares various narrative, statistical, and financial reports and short- and long-term forecasts.
- May develop and provide training for more complex issues.
- Provides staff support to committees or other departments, as assigned .
- Assists with or carries out special projects, as needed.
Minimum Qualifications
Bachelor's Degree in a financial, business administration, public administration or related field and (3) three years of professional-level experience in finance, public administration or related discipline

Other Qualifications
- Three years of general ledger account maintenance (budget set-up, account maintenance, reporting, and workflow approvals
- Deep understanding of capital financing principles, fund types (e.g., G.O. bonds, 4% funds, federal/state grants), and the interrelationship between operating and capital budgets
- Knowledge of the principles and practices of budgeting, budget policy analysis, and budget implementation
- Knowledge and experience with enterprise software applications
- Proficiency in managing large-scale project portfolios, including understanding project phasing, scheduling, risk mitigation, and performance monitoring using tools like Gantt charts or project trackers.
- Advanced understanding of Microsoft Word, Excel, Access and PowerPoint to facilitate financial and policy analysis
