Job Specifications
NATURE OF WORK
Performs technical, administrative, operational, and field work supporting law enforcement functions. Work involves responding to a wide variety of non-emergency calls requiring a law enforcement response but not requiring the presence of a certified law enforcement official. Employees in this classification also review, process, and document violations captured by the Town’s Automated School Zone Speed Enforcement Program. Employees in this classification have no arrest powers. Work is performed under general supervision with limited latitude in the use of initiative and independent judgment.
STATE OF EMERGENCY
When normal operations of Town departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the Town. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. This is a condition of employment.
ESSENTIAL DUTIES
The duties listed below are the normal duties and responsibilities of this position. The omission of specific statements related to the duties and responsibilities of this position does not exclude them if the work is similar, related, or reasonable within the scope of the position.
Law Enforcement Support
- Receives and responds to concerns and complaints of a non-emergency nature not requiring the presence of a certified law enforcement officer (e.g., vandalism, theft reports, parking complaints, illegal dumping).
- Responds to vehicular accidents, investigates cause, identifies party(s) at fault, issues citations, testifies in court, and summons necessary law enforcement support as indicated.
- Renders assistance to injured/distressed persons; completes accident reports.
- Assists certified officers and/or crime scene technicians as directed during investigations to include dusting/lifting latent prints, taking photographs, collecting/processing evidence, and protecting chain of custody.
- Performs traffic management duties by addressing abandoned/stalled vehicles, directing traffic, dispatching for tow services, and completing towed vehicle reports.
- Completes missing persons reports; assists in locating and returning missing persons to proper domiciles.
- Enters and retrieves data and information in law enforcement data systems; generates reports regarding activities, incidents, accident responses, and non-emergency calls.
Automated School Zone Speed Enforcement Program
- Reviews, validates, and processes violations captured by automated speed enforcement cameras.
- Ensures photo and video evidence packages meet evidentiary standards.
- Coordinates with program vendors (e.g., Blueline Solutions) regarding calibration, accuracy, and technical issues.
- Prepares and submits documentation for adjudication, including hearing packets and subpoenas.
- Provides sworn testimony in court or hearings regarding traffic crash investigations, automated enforcement operations, or evidentiary reliability.
- Tracks program statistics and outcomes (warnings, dismissals, citation volumes, revenue) and prepares periodic reports for leadership and the Town Commission.
- Maintains compliance with applicable laws, ordinances, and policies governing traffic enforcement.
Community Engagement & Public Education
- Addresses community questions and complaints with professionalism and transparency.
- Supports public education campaigns, including school safety events and bilingual (English/Spanish) outreach.
- Represents the Department in hearings, court proceedings, and community events.
KNOWLEDGE, SKILLS, ABILITIES
The CSA/School Speed Zone Camera Traffic Enforcement Officer should possess the following knowledge, skills, and abilities:
- Knowledge of applicable federal, state and local regulatory laws, standards, ordinances, and requirements governing traffic and automated enforcement.
- Knowledge of investigative methods, traffic crash procedures, and evidence handling.
- Skill in adapting to a changing work environment, competing demands and ability to deal with frequent changes, delays or unexpected events.
- Ability to work independently, prioritize tasks, and adapt to changing conditions.
- Proficiency in computer-based case management systems, data entry, and report writing.
- Strong oral and written communication skills; effective in court testimony and community engagement.
- Ability to establish and maintain effective and cooperative working relationships.
- Ability to deal courteously and effectively with the general public.
- Bilingual (English/Spanish) communication preferred.
MINIMUM REQUIREMENTS
- High school diploma or valid equivalent (Associate’s or Bachelor’s degree preferred).
- At least six (6) months of related work experience or customer service.
- Must be 18 years or older at the time of employment.
- Must possess or be able to obtain by time of hire, a valid Florida driver’s license.
- Must have National Incident Management System (NIMS) certification or obtain within one year of employment.
- Must pass background check, drug screening, and meet all Department hiring standards.
PREFERRED REQUIREMENTS
- Traffic Crash Investigation experience.
- Previous experience in a law enforcement agency or as a Community Service Aide (CSA).
- Florida Law Enforcement Certification (active or retired) or equivalent traffic enforcement experience.
- Public speaking or community engagement experience.
