POSITION OVERVIEW

The Transition & Beddown Program Manager will serve as the lead integrator for planning, coordinating, and executing the transition and interim beddown of personnel, missions, and infrastructure in support of organizational growth and relocation requirements. This position is responsible for developing and implementing transition strategies, synchronizing activities across stakeholders, and ensuring that facilities, systems, and services are in place to support mission continuity during all phases of the move. The role requires expertise in facilities planning, program management, and operational integration to anticipate requirements, mitigate risks, and deliver timely solutions. The Transition & Beddown Program Manager will work closely with government leadership, engineers, logisticians, and mission owners to ensure that all transition milestones are met and that beddown operations are executed with efficiency, compliance, and minimal disruption to mission effectiveness

JOB RESPONSIBILITIES:

  • Lead transition and beddown planning, ensuring alignment of facilities, personnel, and mission requirements with strategic objectives.
  • Coordinate leasing efforts, including site selection, lease negotiation, and compliance with Federal Acquisition Regulations (FAR) and other applicable guidance.
  • Partner with the Enhanced Use Leasing (EUL) contractor to assess and refine cost, schedule, and capability options in support of mission requirements.
  • Provide expert guidance on facility acquisition, beddown strategies, and funding approaches to support near-term transition and long-term construction needs.
  • Coordinate across internal and external stakeholders to capture requirements, secure funding, and synchronize execution activities.
  • Develop and implement funding and phasing strategies that align with programmatic timelines, fiscal constraints, and mission priorities.
  • Oversee secure construction planning and execution, ensuring compliance with ICD/ICS 705 and other federal security standards.
  • Integrate mission systems, IT infrastructure, and specialized capabilities into facility design and activation to ensure operational readiness and interoperability.
  • Liaise with DoD stakeholders, federal agencies, mission owners, and contractors to ensure seamless execution of transition, facility activation, and mission integration.
  • Track risks, issues, and dependencies, providing recommendations and courses of action to government leadership to maintain schedule, budget, and mission continuity.

QUALIFICATIONS:

Required Qualifications:

  • 20+ years of experience supporting DoD infrastructure, facilities, or mission integration programs.
  • Deep knowledge of GSA leasing, federal acquisition regulations, and facility lifecycle management.
  • Proven experience in Secure Construction, including SCIF design and accreditation.
  • Strong understanding of mission system integration, including IT, comms, and operational systems.
  • Demonstrated success in developing and executing multi-source funding strategies.
  • Exceptional communication, coordination, and stakeholder engagement skills
  • Familiarity with DoD real property polices and procedures
  • Active TS/SCI
  • Be a US Citizen
  • Master's degree or professional registration/license in engineering or architecture
