Responsibilities:

 

As a Lean Agile Program Manager and Release Train Engineer professional you are responsible for leading individual projects, people, or technical/functional solutions. As an employee, you: Work on advanced problems or assignments of large scope, impact, and importance, applying broad and deep knowledge of professional specialty and business dynamics. Work on assignments in multiple business or technical areas; apply advanced concepts and understanding of policies, procedures, and techniques. Build and maintain effective relationships for customer service and project support; demonstrate initiative and proactively identify and communicate needs. Influence at the team or department level; participate in policy and procedure development. Receive general supervision, apply seasoned judgment autonomously. Your expertise in areas such as stakeholder management, risk assessment, and conflict resolution enables organizations to deliver projects successfully, meet client expectations, and drive business outcomes. Additional responsibilities include:

  • Serve as Release Train Engineer to facilitate agile release train events/processes and ensure delivery of MVPs and final products that meet client needs
  • Plan and lead Large Solution PI Planning events with multiple vendors and hundreds of participants
  • Guide teams through Essential SAFe, single team Scrum, and Agile Release Train (ART) development
  • Provide technical expertise to Functional Management, Value Stream, and Agile Release Train leadership
  • Develop customized coaching plans and facilitate portfolio level meetings
  • Lead workshops and training sessions on SAFe practices, Scrum, and Kanban methodologies
  • Identify and manage dependencies, impediments, and risks across multiple agile teams
  • Facilitate program-level retrospectives and drive continuous improvement initiatives
  • Coordinate with Product Management to ensure alignment on vision and roadmap
  • Track program execution metrics and create visibility through appropriate reporting
  • Assist with feature and capability breakdown and refinement to support backlog management
  • Work with System Architects and System Teams to establish technical direction and manage technical debt
  • Support the development and maintenance of the program backlog with Product Management

 

Required Qualifications:
  • In-depth knowledge of the Centers for Medicaid and Medicare Services (CMS), including significant experience working with CMS Senior Leadership on multiple Programs and Initiatives. Understanding of the CMS culture especially when managing agency-wide initiatives that cross organizations and levels within organizations.
  • The ability to oversee an end-to-end agency-wide implementation by ensuring thorough and complete tracking using agile product management best practices.
  • The ability to coordinate with stakeholders across multiple teams which are comprised of CMS Staff and Application Development Organizations (ADOs) to facilitate and drive conversations to help achieve the desired outcomes, ensuring that all deliverables as requested by the CMS Team will be developed, socialized, and shared.
  • Demonstrate proven experience in agile methodologies, requirements analysis, and cross-functional team leadership. The contractor will coordinate with CMS staff to develop deliverables including product strategy, roadmaps, stakeholder engagement plan, program charter, SLAs, backlog management tracking, and regular performance reports that meet established quality standards and timeline commitments.
  • Bachelor's degree and 5+ years experience in software development, testing, business analysis, product or project management, OR
    • Master's degree and 3+ years exeprience.
    • Associate's degree and 8+ years experience.
    • High School diploma and 11+ years experience.  
  • SAFe Program Consultant (SPC) or SAFe Release Train Engineer (RTE) certification and demonstrated expertise in Lean-Agile principles
  • Proven track record leading PI Planning sessions and Agile Release Trains
  • Experience with Agile tools like JIRA for managing Sprint and Product backlogs
  • Strong facilitation and coaching abilities

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
