Responsibilities

Provides strategic leadership and oversight for the development, expansion, and administration of The College’s high school dual credit and College Now program in alignment with institutional priorities and external standards established by the college, the Illinois Community College Board (ICCB), the Higher Learning Commission (HLC), and the National Alliance of Concurrent Enrollment Partnerships (NACEP) standards. Oversees the dual credit program lifecycle from strategic planning, partnership development, and policy design to course delivery, compliance, evaluation, and continuous improvement while ensuring equitable access, academic excellence, and long-term growth.

Serves as the College’s lead representative and subject matter expert, cultivating strong partnerships with K–12 administrators, faculty, and community stakeholders; initiating and maintaining agreements; coordinating with academic departments to resolve issues. Supervises and develops dual credit personnel, facilitates cross-functional collaboration across campus units, and manages program promotion, orientations, and communications. Leads the College Now support activities by coordinating structured on-campus schedules with campus partners to ensure enrolled students productively engage in campus activities, and academic support.

Establishes and fosters positive, collaborative relationships with college and high school personnel, faculty, and administrators, promoting an effective dual credit program while coordinating and communicating with key campus areas, including Enrollment Services, Student Affairs, Academic Affairs, Curriculum and Instruction, IT, the Academy for Teaching Excellence, Marketing/Communications, and Administrative Services.

Leads the implementation and continuous enhancement of the dual credit and College Now program by driving multi-year planning initiatives that expand access, improve outcomes, and align offerings with institutional and community priorities, while identifying emerging opportunities to scale programming, close achievement gaps, and promote equitable college access through innovative pathways.

Manages the dual credit program lifecycle including partnership development, curriculum alignment, enrollment processes, compliance, evaluation, course scheduling, registration, grading, and instructor credentialing. 

Leads the College Now diploma degree program support activities by collaborating with the Library, Student Affairs, Advising, and other departments to create structured on-campus schedules for high school students when they are not in class, ensuring that this time is used productively for tutoring, homework, co-curricular activities, and advising. 

Serves as the liaison between institutions for course scheduling, curriculum, resources, personnel, and enrollment practices, to resolve issues raised by faculty and students in the dual credit, College Now, and other special programs, and provides timely feedback and guidance to high school districts to support student success and continuous process improvement.

Supports dual credit orientations and events and professional development opportunities for college faculty and dual credit instructors.

Supports the Dual Credit Advisor(s).

Manages the academic aspects of related systems including customer relationship management, learning management, enterprise resource planning, student information systems, data dashboards, and external accreditation platforms while implementing and maintaining software and tools that enhance the efficiency, accuracy, and effectiveness of dual credit operations such as enrollment, compliance tracking, reporting, and communication.

Conducts needs analyses to prepare dual credit agreements acceptable to both the college and high school districts in collaboration with high school partners, including district administrators. Ensures agreements include student and faculty support structures such as onboarding, orientation, advising, support services, and textbooks.

Ensures compliance with state and accreditation standards for dual credit programs, including but not limited to the Illinois Community College Board, Illinois State Board of Education, Higher Learning Commission, Dual Credit Quality Act (DCQA), Postsecondary Workforce Development Act, FERPA, NACEP, and established program requirements, college policies, and district policies and procedures. 

In collaboration with the Director of College Transitions, facilitates the development and achievement of annual institutional and departmental strategic and operational goals for dual credit while managing faculty and course evaluations, and serving as the primary contact for the design, implementation, and evaluation of Harper College’s dual credit and College Now programs by developing and executing services, strategies, projects, and objectives that ensure compliance and program quality.

Directs the compilation and dissemination of data related to dual credit and College Now courses in collaboration with Planning and Institutional Effectiveness, where necessary, for the College, high school partners, and faculty.

Facilitates enrollment for high school students participating in Illinois State Board of Education College and Career Pathways in collaboration with college staff and faculty.

Manages Dual Credit and College Now programming budget.

Customizes out of region high school dual credit partnerships with college and high school administrators.

Supervises, trains, evaluates, and supports professional growth of the Dual Credit Coordinator and Specialist.

Participates in the Northwest Educational Council for Student Success (NECSS) to support annual focus areas related to regional alignment and equity. 

Provides leadership in maintaining industry best practices and participating in local and national professional development conferences and workshops to administer new/changing dual credit regulations.

Participates in divisional and College committees as necessary.

Qualifications

Education: Master’s degree in social science, education, business or related field required. Master’s degree in business, education, higher ed or related field preferred. 

 

Experience: 3 years supervisory experience required. Must have excellent interpersonal and communication skills with the ability to be clear, persuasive and an effective advocate for the College. Must be an organized, strategic team player who is able to handle multiple projects simultaneously. Keen project management skills required, including collaborative team building, database management and program evaluation and reporting.
