Description:
The CIAT Site Infrastructure Lead is responsible for the complete lifecycle management of site infrastructure required to support the CIAT system. This includes planning, procurement, build-out, installation, activation, documentation, and handover over to site managers, ensuring it meets all performance requirements and is ready for operational use. This also includes establishing and maintaining an inventory database of procured materials. The Site Infrastructure Lead will oversee and review all products and deliverables produced by task leads within the site infrastructure functional group. The role requires close coordination with internal teams, contractors, vendors, and government representatives.
Primary duties will include (but not limited to):
The Site Infrastructure Lead will delegate responsibilities to and oversee the work of task leads in the following areas:
- Site Planning Lead:
- Task Lead responsible for: Conducting comprehensive site surveys and assessments to determine infrastructure requirements (power, HVAC, networking, security, safety). Developing detailed site plans and layouts. Acting as the primary interface with site planning agents and relevant authorities.
- Procurement Lead:
- Task Lead responsible for: Managing the procurement process for all site infrastructure components. Developing specifications, soliciting bids, evaluating proposals, and negotiating contracts.
- Build-out Lead:
- Task Lead responsible for: Overseeing the construction and build-out of the site infrastructure. Ensuring adherence to specifications, timelines, and budget. Managing contractors and subcontractors.
- HW and SW Installation, Activation and Readiness Leads:
- Task Lead responsible for: Supervising the installation of all CIAT system hardware and software components. Ensuring proper integration with the site infrastructure. Leading the activation and testing of the CIAT system. Ensuring it meets all performance requirements and is ready for operational use. Developing and executing site acceptance test plans.
- Documentation Lead:
- Task Lead responsible for: Maintaining accurate and up-to-date documentation of all site infrastructure components, configurations, and procedures.
- Inventory Management: developing and implementing an inventory database to track all procured materials, including those not used during the site build-out. Conducting an initial inventory of all procured materials at the start of the project. Regularly updating the inventory database to reflect material usage and any changes in inventory levels. Preparing and presenting regular briefings to leadership on the status of the inventory.
- Budget Management: develop and manage the budget for site infrastructure activities
- Risk Management: identify and mitigate potential risks associated with site infrastructure development and implementation
- Stakeholder Management: Communicate effectively with all stakeholders
- Oversight and Review: Provide oversight and review of all products and deliverables produced by task leads to ensure quality, accuracy, and adherence to project requirements.

Required Skills:
- Project Management: Proven ability to plan, execute, and manage complex projects involving multiple stakeholders and budgets.
- Site Infrastructure Expertise: Deep understanding of site infrastructure requirements for complex technical systems, including power, HVAC, networking, security, and safety.
- Construction Management: Experience overseeing construction and build-out projects, managing contractors and subcontractors, and ensuring adherence to specifications and timelines.
- Technical Proficiency: Ability to understand and interpret technical drawings, specifications, and documentation.
- Communication Skills: Excellent written and verbal communication skills, with the ability to effectively communicate with technical and non-technical audiences.
- Problem-Solving Skills: Ability to identify and resolve complex issues related to site infrastructure development and implementation.
- Budget Management: Experience developing and managing budgets for site infrastructure projects.
- Risk Management: Ability to identify and mitigate potential risks associated with site infrastructure development and implementation.
- Regulatory Compliance: Knowledge of relevant building codes, regulations, and safety standards.
- Inventory Management: Experience developing and managing inventory databases, tracking materials, and preparing inventory reports.
- Database Management: Proficiency in database software and tools.
- Leadership & Delegation: Ability to effectively lead and delegate tasks to team members, providing guidance and oversight.
- Review & Quality Assurance: Ability to critically review technical documents and deliverables to ensure accuracy and quality.
Required Education / Experience:
- Experience: Ten (10) years of General Surface Navy Combat Systems military operations experience.
- Five (5) years of specialized experience with emphasis on one or more of the following:
- Combat Systems Cyber Security
- Ships Self Defense System
- Littoral Combat Ship (LCS) class frigate
- Aegis Integrated Combat Systems
- DDG-1000 Zumwalt class destroyer
- Aegis Ballistic Missile Defense
- Weapon/Combat Systems Experience
