UT  Government is looking for  HSPD-12 Specialist in Arlington, Virginia

UT Government designs, installs and services integrated electronic and physical security systems (access control, intrusion detection, video surveillance, physical barriers, etc.) for government and commercial entities. 

Duties and Responsibilities

  • Provide fingerprint services for all new employees, security clearance packets, and field fingerprint cards.
  • Administer fingerprint captures for background investigations by way of GSA USAccess and Crossmatch.
  • Follow assigned role responsibilities outlined in the USAccess PCI OPS Plan.
  • Serve in the Registrar and Activator roles;
    • Managing enrollment appointments.
    • Verifying applicant sponsor record.
    • Verifying and scanning the applicant’s two (2) identity documents.
    • Capturing applicant facial image.
    • Capturing applicant 10 roll fingerprint.
    • Capturing the primary and secondary biometric fingerprint images.
    • Documenting any issues during enrollment.
    • Printing and issuing new and replacement badges for client, staff, contractor, and employees.
    • Perform PIV card unlocks and pin resets.
    • Deactivating and destroying PIV cards.
    • Maintain required certifications provided by GSA, including enrollment, activation, PIV card issuance, credential inventory tool, and card printing.
  • Process all badge request and renewal forms, checking for proper authorization, vendor codes, clearance actions, etc.
  • Provide training for all newly assigned badge office employees and contract security officers.
  • Troubleshoot inquiries, issues and other problems associated with the enrollment and issuance of badges.
  • Create and maintain databases for outstanding credentials, and access cards.
  • Maintain a card destruction log.
  • Answer telephone inquiries, questions regarding badge office policies, procedures, badging and processing issues.
  • Maintain the rules and regulations for identifying interagency badges.
  • Manage and respond to shared mailboxes related to badging and visitor access.
  • Print and issue new and replacement badges for client, staff, contractor, and liaison employees.
  • Collection and validation of identity documents; capture images of applicant fingerprints, and taking applicant photographs.
  • Program new IDs in access control system.
  • Process credential requests.
  • Process ID cards.
  • Provide photographs for Physical Security and Personnel Security Unit requests.
  • Provide fingerprint services for all new employees, security clearance packets, and field fingerprint cards.
  • Provide assistance to Physical Security and Personnel Security Units and Access
  • Control Officers regarding the status of the FDIC's badges.
  • Produce badges for special groups and events.

Requirements

  • Shall have a GSA USAccess certification with at least six (6) months experience programming and issuing PIV cards.
  • Must maintain USAccess certification throughout the life of the contract.
  • Experience and familiar with administering PCIF and PACS including the following:
    • Issuing non-PIV physical access only badges.
    • Enrolling and provisioning PIV and non-PIV access badges.
    • Taking photos and printing badges.
    • Assigning physical access.
    • Deactivating and destroying badges.
  • Experience administering a visitor management program including the following:
    • Experience with data analytics, dashboards, and reports including Excel, SharePoint and Microsoft Power Apps/Power
    • Performing identity verification of government issued ID’s.
    • Producing and provisioning visitor and PIV badges.
    • Coordinating visitor access for special groups and events.
    • Enforcing visitor management policies and procedures.
    • Reporting system failures and downtime to the appropriate assistance centers, as needed
Pay Range
$50,000$60,000 USD
