About the Department
Under direction of the Department Director or designee, the Program Analyst Manager IV- Detroit Housing Services Deputy Director is located within the City of Detroit Housing and Revitalization Department’s Detroit Housing Services Office. The Program Analyst Manager IV manages and directs a staff of professionals and supervisors, who advise on the effectiveness and feasibility of programs and operations relating to intake, housing placement and emergency housing response. Additionally, the Program Analyst Manager IV is responsible for contributing to the strategic development and policy aims of the office, as well as contributing to the expansion of government grant projects.
The Deputy Director, Detroit Housing Services Office oversees the work of multiple divisions within the Office. Responsible for high-level strategic development and program deliverables, they work with the Detroit Housing Services Office Director, and ultimately inform HRD executive leadership around overall housing stability strategy.The Detroit Housing Services Office (DHS) looks to address city-wide housing insecurity with preventative, responsive and broadly available measures. DHS is structured to meet a broad range of housing needs faced by residents, through an internal continuum of services and as a participant’s housing needs change, so does the type of services available to them within the program.
Position Duties
- Help to lead strategic development and oversight of the Office.
- Review data related to housing policy and trends to help determine areas of Office strengths and weaknesses.
- Provide input on the development of the strategy and vision for goals, objectives, policies, and priorities for the Office.
- Provides input to the development of both semi-annual and long-range plans and program priorities for accomplishing the major goals and objectives for reaching performance targeted agreed on with the Office Director.
- Promote best practice program development and program implementation for the Office.
- Help lead the identification and acquisition of resources for the Office.
- Lead the creation of workgroups to advance the goals of and develop best practices for the Office.
- Review local, state, and federal legislation and ordinances to help assure current policies that impact program services.
- Represents the Office Director and as needed at city, public, professional and civic meetings as assigned by the Office Director.
- Report to the Department Director or designee regarding progress of housing services programs.
- Assign work and supervise a team of the Housing Services Supervisors and Program Analysts.
- Hire staff to fill vacancies, provide for adequate training, and issue discipline as needed.
- Provide guidance and support to staff on complex issues.
- Coordinate responses to issues brought by City Council, auditors, HUD, and the public regarding the administration and outcomes of the program.
- Convene public meetings and solicit feedback on City led initiatives; coordinate and meet with representatives from other City departments, and State and Federal agencies to communicate on department priorities.
- Responsible for ensuring the integrity of pipeline data collection.
- Create, modify, and manage the division of labor and workflows for the division.
- Review performance and create work plans for staff, providing adequate training and tools for them to accomplish their agreed upon goals, and create Performance Improvement Plans as needed to address performance issues among staff.
- Lead team meetings, organize and facilitate the sharing of information for use by the Department’s leadership.
- Determine program goals and develop plans for the organization independently of or jointly with higher-level management.
- Determine resource needs and allocation of resources and account for their effective use.
- Determine the need and develop plans for organizational changes which have considerable impact, such as those involving basic structure, operating costs, or key positions.
- Consider a board spectrum of factors when making decisions (or recommendations to higher-level management) including public relations, City Council, County and State relations, labor-management relations, public policy stances, and the effect on other organizations, economic impact, and the like.
- Coordinate program efforts with other internal activities or with the activities of other agencies.
Minimum Qualifications
Qualifications (required):
- Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
- Minimum of five (5) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.
- One (1) year experience in a supervisory capacity over program analyst professionals or supervisors.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):
- Minimum of seven (7) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.
- Three (3) years of experience in a supervisory capacity over program analyst professionals or supervisors.
- Master’s degree in one of the above fields.
