Role Overview:
This incumbent serves as the Indiana Department of Transportation (INDOT) transportation Site Assessment & Management Team Lead within the Environmental Services Division. Primary responsibilities include the development, coordination, planning and implementation of statewide activities for the department's Site Assessment & Management programs. This position reports directly to the Environmental Policy Manager.
Salary Statement:
The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Reviews NEPA documentation related to Hazardous Waste issues and questions
- Prepares and proposes revisions of standards related to management of hazardous waste
- Provides comments and recommendations to other agencies with respect to changes to regulations and guidance
- Coordinates Site Assessment & Management activities with districts, consultants and with other agencies to ensure compliance with laws, regulations, policies and procedures
- Acts as team leader and oversees preparation of reports relating to the Site Assessment & Management program
- Also directs complaint investigations, project field reviews and environmental research
- Provides technical assistance and consultation to engineers, government officials, environmental specialists and private firms regarding laws, regulations, practices and procedures for the Site Assessment & Management program.
- Responds to requests for information with respect to projects and investigations
- Manages consultant contracts, plans manpower needs for field, analytical, & report services required for program accomplishment
- Performs other duties as assigned
- Reviews and evaluates environmental site assessment reports, RCRA, and other environmental documents prepared by outside consulting firms and/or departmental district environmental for content and format to ensure compliance with federal and state requirements and agency policy and goals
- Develops hazardous waste/contamination research studies to determine impact of proposed transportation projects; reviews for content and format to ensure compliance, recommends necessary changes; develops survey and report research methods as appropriate
- Updates Project Managers on delays or costs associated with contamination
- Provides comments on HazMat sections of environmental documents to the NEPA section
- Prepares site assessments for proposed right-of-way and excess parcels
- Monitors contaminated sites
- Responds to inquiries
- Assists the HazMat Team Lead in development of policy and procedures to ensure compliance with permit and environmental site assessment requirements
- Conducts necessary field reviews. Attends public, interagency, and district meetings

- This team lead position manages a staff of 3 direct reports.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

- Ability to communicate effectively, both orally and in writing.
- Ability to traverse difficult terrain and structure.
- Knowledge of sampling procedures and quality assurance protocols.
