Project: Urban Development Technical Facility (UDTF):
This large Brussels-based technical assistance is the first-ever EU Urban Development Technical Facility that focuses on supporting partner countries in their urban development challenges. It delivers technical assistance and policy advice to improve the quality and impact of the EU’s interventions in urban development at all levels—local, regional and global—with a focus on Africa, Asia, the Caribbean, and Latin America.
Assignment Title: Support to the development of Tula’s Circular Economy Eco-Park.
Activity Area O1: Dialogue, identification formulation and delivery of EU urban development related actions.
Sub-Activity
- A.1.2. On demand support to implementation of projects/programmes on sustainable cities in partner countries.
- A.1.5. Provision of guidance for the integration of urban development aspects in other relevant interventions (e.g. climate change, social inclusion, etc.) to Delegations and partners
- A.1.6. Support policy dialogue with partner countries for the advancement of their sustainable urban development agenda.
- A.2.1. Extracting knowledge from different sources and summarising for fruition by policy makers- knowledge capitalisation and generation.
Scope of work
The assignment is divided into the three activities described below, which will be carried out according to the timeline outlined in Section 4 of this ToR.
- A. SWM&C system diagnostic and recommendations to strengthen key recovery value chains.
- B. Facilitating SWM&C International Experiences from Europe and Latin America.
- C. Recommendations for Private Sector Engagement and business models
Deliverables
The experts will develop the following deliverables, including the content of the previous tasks:
- Deliverable 1. Diagnostic of SWM&C existing ecosystem
- Deliverable 2. International Benchmarking with EU and LATAM experiences
- Deliverable 3. Private sector engagement report

Qualifications and skills
- Graduate of Economics, Financing, or an Engineer, or any other relevant university degree.
- Extensive knowledge of the Solid Waste Management Private Sector in Europe.
- Knowledge of Solid Waste Management sector in Mexico.
- Knowledge of business development and project management in SWM projects.
- Excellent writing skills and fluency in Spanish and English.
Professional Experience
- At least 10 years of relevant experience in the solid waste management sector.
- At least 3 years of experience working in projects with private companies in project implementation or business development in the SWM sector in Europe and Mexico.
Duration: 40.5 working days
Place of performance: Home based / Field missions to Tula and neighbouring municipalities, and CDMX area.
Start/ end date: 15/10/2025 - 31/03/2026
