About the Department
Position Duties
- Manages division personnel to include prioritizing and assigning work, hiring, monitoring staff performance, and conducting performance evaluations. Promotes cross-training among divisional staff.
- Fosters interdepartmental collaboration, teamwork, and communication.
- Oversees all procurement practices and ensures compliance with laws, statutory requirements, and local regulations. Reviews purchase order requests for compliance with statutory provisions and City policy, validates general ledger account number, ensures appropriate supporting documentation is provided, and authorization and funding availability of capital purchases.
- Develops, implements, and revises the City’s purchasing/contracting policies; interprets and provides guidance on policy issues to departments.
- Process contract requests, review written contract to ensure compliance with statutory requirements, obtains liability insurance certifications, and submit contracts for legal review, preaudit, and final approval.
- Prepares bid packages, receives bids, attends pre-bid conferences, and attends bid openings; awards contracts.
- Prepares and maintains annual division budget; assists departments with prices for their budgets.
- Manages central warehouse activities including receiving, storing and issuing supplies, equipment and material inventory; provides supervision to warehouse staff.
- Assists in the preparation of resolutions for various departments; arranges appropriate advertisements.
- Oversees the disposal of surplus property; validates electronic auction payments and arranges for pick-up, transfers title of ownership, and prepares and maintains reports of sold surplus items.
- Receives and inspects City capital purchase items and tags for asset purposes.
- Manages the city-wide procurement card program.
- Required to serve as Logistic Officers in the Emergency Operation Center (EOC), if activated.
- Oversees Minority/Women and Small Business program, Historically Underutilized Business (HUB) monitoring, prepares and submits required reports.
- Responsible for year-end inventory audit, prepares and assists with annual audit and related tasks as required, including year-end closing and rollover of purchase orders.
- Performs related tasks as required.
Minimum Qualifications
Other Qualifications
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in business management or related field and considerable experience involving the purchasing, inventory, accounting and management of materials and supplies.
