The  Neighborhoods Department is actively seeking a Program Manager- Housing and Community Development.

This position reports to the Community Development Assistant Administrator and is responsible for the programming, planning, supervising, and coordinating the activities of social service programs or projects.  Directs the work of others involved in program or project functions and activities.

Position Duties

  • Plans, develops, establishes, and manages assigned programs and projects in compliance with local, state, and federal funding source(s), regulations, and reporting requirements.
  • Collects data, monitors, and evaluates program effectiveness, and prepares reports.
  • Recommends, interprets, implements, and administers laws, rules, regulations, policies, practices, and procedures governing assigned programs and projects.
  • Coordinates preparation of short, long range and statistical plans, and applications for funding.
  • Analyzes budgetary and fiscal data, recommends operating budgets, authorizes, and monitors expenditures, and prepares financial reports and summaries.
  • Prepares correspondence; preparation and maintenance of administrative records, files, and reports; compiles data and prepares technical, strategic, and annual reports for programs managed.
  • Provides professional and technical guidance and instruction to staff, programs and projects volunteers, and client staff.
  • Plans, develops, and presents programs to large groups, public officials, and the media concerning program or project services, objectives, needs, activities, and achievements.
  • Establishes and maintains record keeping systems including spreadsheets and other software applications to track and evaluate program statistics.
  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers, calculators, and scanners.
  • Performs first aid and cardiopulmonary resuscitation procedures as required.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as assigned.

Other Qualifications

  • Eight years of education and/or experience which includes two years professional level experience in providing social services assistance or developing senior citizen programs or projects, which includes at least one year in a supervisory capacity. 

  • A Bachelor's Degree from an accredited institution with a major in social work, sociology, or psychology is preferred. 

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver's license Is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.

  • Depending on assignment, CPR and First Aid Certification is required within six months of appointment and must be maintained.
