This position is for an Agile Project Manager to join and manage various high-level projects for the Applications Branch, part of at the Office of Computer and Communications Systems (OCCS) at the National Library of Medicine. Selected candidate will first work with our Digital Repository team to clear their backlog and will eventually work with our other various teams in the future. The Digital Repository team is developing GenAI and agentic AI solutions to rearchitect and enhance the Digital Repository and related systems in a multi-cloud, hybrid environment. These systems digitally preserve and make accessible content at the National Library of Medicine, including books, films and images.
This position is on-site at the National Library of Medicine, on the campus of the National Institutes of Health in Bethesda, MD.
Responsibilities
- Primary point of contact and point of escalation for assigned projects, responsible for scope and schedule
- Collaborate with product owners and system architects to define and document project strategy, scope, plan, priority and schedules, and oversee implementation of projects
- Manage agile development and scrum ceremonies, including planning, standups, sprints, retrospectives and backlog refinements
- Manage multiple projects and development teams, communicate project tasking and expectations, and drive progress towards completion of goals
- Promote use of AI, Agentic AI workflows and automation to improve products and development workflows
- Provide timely communication on project status, issues, risks and achievements to product owners, management, and development team. Create dashboards and reports to streamline and automate such communication using Jira and Confluence
- Facilitate communication and resolution of cross-team dependencies across development and operations teams, including DevOps, SysOps, SecOps and others
- Maintain and create project roadmaps and documentation, and ensure status, risks and issues are kept up to date for project
- Ensure quality assurance of project deliverables
- Participate in special projects as required
Basic Qualifications
- BA/BS or equivalent and five years of experience. An additional 4 years of experience may be substituted in lieu of degree
- Minimum of five years of related Project Management experience, including managing scope, risk, and schedule in an IT environment
- Industry Standard Project Management Certification such as PMI-PMP, PMI-ACP, SAFe, CSM, or ability to obtain such certification within 6 months of hire required
- Excellent communication, organizational and collaborative skills
- Ability to manage multiple projects with changing priorities
- Strong knowledge of Jira and Confluence, including the ability to create automated status dashboards and reports
- Experience with software development languages and tools, preferably Java, Python, JavaScript, Ruby, PostgreSQL and MySQL
- Ability to obtain a NIH Public Trust
Desired Qualifications
- Familiarity with applying AI to improve products and business processes
- Familiarity with software development in a cloud environment, preferably AWS
- Ability to develop and deliver presentations to various audiences

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Scheduled Weekly Hours:
