About the Department

Under general direction from the Family Court Administrator, is responsible for managing the supervision of employees associated with the special units within Children’s Court; will oversee all case management, data, and docket functions; ensure appropriate settings for dockets with the District Clerk, District Attorney’s Office and, Child Protective Services (CPS). Position works as a multi-disciplinary team with community providers to find alternative solutions for children in the foster care system. Position works as a team with other court managers to ensure best outcomes for families. Flexibility to achieve performance excellence in a telework Specifically, this position is responsible for operations, oversight and management of specialty courts: PEARLS, EAGLES and College Bound Docket as well as PMC Project. Court manager is responsible for ensuring innovative program development that supports the mission of supporting youth aging out of foster care into adulthood, ensuring ethical compliance to grants and specialty court model, and identifying key performance issues from data evaluation.

Position Duties

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Plans, coordinates, and trains non-judicial work, assists with recommendations for personnel actions, responds to complaints and resolves conflicts
  • Identifies, monitors and researches legislation, laws, and opinions that effect this unit and any other civil specialty courts
  • Manages and directs the day-to-day operations of the PEARLS, EAGLES & College Bound Court Programs and assumes responsibility for all program activities and provides oversight for unit budget, budget projections and goal for each fiscal year
  • Oversees all case management and docket functions within the PEARLS, EAGLES & College Bound Court Program.
  • Conducts compliance assessments with key performance issues, data evaluations and collections. Ensures data is accurate.
  • Responsible for monitoring data trends and evaluating the needs for the budget office and court; responsible for monitoring hearings and docket calendar for the above-mentioned courts.
  • Collaborates with external community providers to address needs, concerns, effectiveness and efficiency. Ensure appropriate settings for dockets with the District Clerk and District Attorney’s office and CPS. Assists in answering questions regarding court cases and policy and procedures within the Program.
  • Work includes but is not limited to developing dockets and schedules, capturing and reporting data as required, setting priorities for courts, and working with stakeholder and community members in achieving goals as outlined by Administrator
  • Develops and implements best practices for PEARLS, EAGLES & College Bound Programs;
  • Fosters a work environment that encourages collaboration and builds trust and respect with staff and community;
  • Responds to and resolves sensitive inquiries and complaints from internal and external sources; Ensures that funds allocated to PMC Project are used in accordance with program design
  • Perform other duties as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a Master's Degree in Psychology, Social Work, Public Administration, or a closely related field and eight (8) years’ experience within the child abuse services or closely related field; or an equivalent combination of education and experience
  • Advanced knowledge of CPS court system, CPS system, and community social services; advanced knowledge of management principles, practices of data collection, and techniques; advanced knowledge of federal, state, and local programs laws and requirements; advanced knowledge of local social services, organizations and programs and the resources available; considerable knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs; considerable knowledge of case management, working with a variety of services and programs; knowledge of administration
  • Skill in public speaking and developing presentation materials
  • Ability to research for best practices and policy as needed by the Judge and/or Administrator; ability to plan and budget for court needs; ability to operate personal computer and basic office equipment; ability to analyze problems, provide alternatives, identify solutions in support of established goals, and implement recommendations; ability to research, analyze and evaluate new service delivery methods, procedures, and techniques;; ability to establish and maintain effective working relationship with co-workers, county employees, attorneys, law enforcement, stakeholders and the public; ability to provide professional training and development
  • Skill in supervising professional and clerical employees; skill in managing multiple projects simultaneously; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; skill in assessing the medical, psychosocial and environmental status of clients; skill in crisis intervention and counseling techniques used in trauma, grief or crisis situations; skill in planning and organizing social service programs and activities
  • Ability to analyze problems, provide alternatives, identify solutions in support of established goals, and implement recommendations; ability to research, analyze and evaluate new service delivery methods, procedures, and techniques; ability to provide administrative and professional leadership and direction; ability to communicate effectively, both verbally and in writing; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with clients and/or families, co-workers, County employees, attorneys, law enforcement, stakeholders and the public
  • Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
  • Required to be on call as needed and/or directed
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek and non-traditional work schedule
Working Environment and Physical Demands:
  • Constantly working in indoor conditions with occasional exposure to hostile or violent individuals 
  • Frequently moves items weighing up to 10  pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information 
  • Constantly operates a computer and other office productivity machinery
  • Positions self to perform essential functions Must be able to remain in a stationary position
