Job Description:

Under the direction of the Assistant General Manager for Water, the Hetch Hetchy Water and Power (HHWP) Division Manager exercises responsible charge of SFPUC Regional Water System upcountry facilities (in Tuolumne/Mariposa Counties) as well as the related personnel, buildings and grounds. This position is responsible for managing day-to-day operation and maintenance of major water and hydropower system infrastructure, including dams and reservoirs, hydropower plants, power transmission lines, and water transmission tunnels and pipelines from the Tesla Treatment Facility and Newark Substation to Yosemite National Park and the Stanislaus National Forest in order to deliver over 200 million gallons per day of high quality drinking water service to retail customers in San Francisco and wholesale customers on the Peninsula and in the South and East Bay and 400 MW hydropower production to meet electric demands in San Francisco.  Since this is critical service upon which the region depends for long term health, safety and economic prosperity, this position requires high level managerial leadership of administrative, operational, maintenance and engineering staff; sustainable stewardship of public infrastructure; immediate responsiveness to unanticipated events that threaten the Hetch Hetchy Water and Power System services or other emergencies involving the Division’s staff or facilities; and faithful representation of the Division in public meetings where SFPUC drinking water policy, hydropower production, contracting, budgeting, regulatory compliance and related public concerns are discussed.

Job Duties

  • Oversee the management and maintenance of Hetch Hetchy Water and Power system operations and facilities
  • Ensure compliance with Western Electricity Coordinating Council (WECC)/ North American Electric Reliability Corporation (NERC) regulations, division’s compliance with dam safety, and other environmental and workplace regulations   
  • Strategize maintenance engineering, planning and design of Hetch Hetchy Water and Power facilities to maximize the benefits of PUC investment in those facilities
  • Oversee the preparation of staff for response to regional water and power system emergencies
  • Support for management of the Hetch Hetchy Water and Power watersheds, lands and Rights of Ways, particularly in the area of wildfire prevention
  • Coordinate with the Turlock and Modesto Irrigation Districts on water and power operations
  • Manage relationships with the National Park Service and the US Forest Service
  • Responsible for request and use of annual operational and capital improvement budgets
  • Constructive engagement and development of staff and provision for their succession
  • Build positive and effective communication within the Division and externally to its other stakeholders
  • Development and preservation of the Division’s institutional knowledge
  • Supervise HHWP Management Staff: Define work objectives, develop their management skills, support their collaboration efforts to deliver services, etc. There are currently six subordinate managers, who are responsible for the work of approximately 280 in-house staff and a multitude of contract resources
  • Performs other related 0942 class duties as required
Qualifications:

Education: Possession of a baccalaureate degree from an accredited college or university

Experience: Five (5) years of managerial experience in engineering, operations, or maintenance experience in a power, water, or wastewater utility agency, of which all must include supervisory experience

License: Possession of a valid driver’s license (CA at time of hire)

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
