Location: Remote, with onsite at DLA Headquarters (Fort Belvoir, VA) and travel as directed by the Government
Pay Range: $56.00/HR

Position Summary:
CLJ Consulting and Contracting LLC is seeking an experienced SBIR-STTR CONTRACTS MANAGER to support the Defense Logistics Agency (DLA) Small Business Innovation Program (SBIP). The Contract Administrator will assist the Senior Program Manager (SPM) on high-priority projects across DLA, OSD, and DoD, providing technical and administrative expertise in strategic materials, recycling, additive manufacturing, and supply chain readiness. This role manages contract databases and files, supports contract development and administration, monitors contractor performance, and ensures compliance with federal requirements. The position requires strong contract management experience, technical acumen, and the ability to coordinate across multiple stakeholders to drive program success.
Key Responsibilities:
- Assist the SPM on high-priority SBIR/STTR projects, providing technical and administrative support.
- Advise on research and reporting of technical and engineering requirements for strategic materials, recycling, additive manufacturing, and industrial base readiness.
- Manage the contract database and associated files, ensuring accuracy and accessibility.
- Support contract development, administration, tracking, and analysis, including modifications, extensions, and closeout documents.
- Monitor SBIR-STTR contractor performance; make recommendations for improvement and compliance.
- Prepare and distribute reports and statistical data to support planning and maintain accurate contract records.
- Serve as project manager to coordinate contractor activities, ensuring objectives are met.
- Collaborate with management, engineers, and program managers to analyze sourcing strategies and recommend best practices.
- Provide reports, briefings, and success stories as directed by program leadership.
Required Qualifications:
- Bachelor’s degree in a relevant field (manufacturing, supply chain assurance, logistics, or R&D technology).
- Relevant work experience in contract administration or procurement.
- Strong organizational, analytical, and communication skills.
- Must possess IT-II security clearance or a current National Agency Check with Local Agency Check and Credit Check (NACLC) at the time of proposal submission.
Preferred Qualifications:
- Five to seven years of experience in the procurement/contract field.
- At least three (3) years of relevant SBIR/STTR program management experience.
- Familiarity with DLA, OSD, or DoD SBIR/STTR processes and reporting requirements.
- Experience monitoring contractor performance and supporting technical/scientific service contracts.
