THE JOB:

Under supervision, to perform routine inspection and municipal code enforcement work involved in the control of blight-inducing conditions, property maintenance, zoning compliance, and other codes; and perform related duties as required.

 

Position Duties

The following duties and responsibilities are representative of those typically performed by positions assigned to this classification. Any single position may not perform all of these duties and/or may perform similar related tasks not listed here.

Assists in and performs inspections of residential, commercial, and industrial buildings to assure compliance with zoning, nuisance, land use, and housing provisions of the Municipal Code; records accurately the findings of the inspection and the corrections needed and issues orders to achieve compliance with the code; assures corrections are made to violations of the zoning, land use, nuisance, and housing provisions of the Municipal Code in a timely manner; confers with and recommends action to the City Attorney via the supervisor if corrections are not made and prepares case records for presentation to the City Attorney's office when prosecution becomes necessary; prepares and keeps accurate logs, reports, and records regarding code enforcement inspections, violation notices, and investigations which are legible, complete, up to date, and descriptive of problems encountered; works cooperatively and effectively with residents and property owners to achieve housing conditions which comply with zoning, land use, nuisance, and housing provisions of the Municipal Code; interprets codes and regulations and explains the code enforcement program; provides effective counseling on matters relating to housing; maintains a current and thorough working knowledge of zoning, land use, housing, and nuisance provisions of the Municipal Code and is able to correctly interpret and apply them; responds to public inquiries and complaints regarding possible violations of the zoning, land use, housing, and nuisance provisions of the Municipal Code in a timely manner; thoroughly investigates possible violations gathering evidence, photographing the violation, contacting the responsible person, and assuring the correction of the violation; keeps complainants aware of the status of their complaints; assures compliance with sign ordinance regarding size, color, and placement; removes signs placed illegally in the public right of way; conducts thorough field inspections to identify possible violations of the sign ordinance.

Minimum Qualifications

TRAINING EXPERIENCE: Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities will be qualifying. A typical way to obtain the required knowledge, skills, and abilities would be: graduation from high school; and one (1) year of experience in customer service or related area. College courses in urban planning, architecture, building inspection, criminal justice, public administration, or related field are desirable.
 
KNOWLEDGE AND SKILLS IN: Code enforcement techniques, individual rights, preservation of evidence, and privileges of confidentiality; effective public relations practices and techniques.
 
ABILITY TO: Understand and explain relevant codes and enforce them tactfully, impartially, and effectively; establish and maintain effective relations with the public; prepare clear and concise reports.
 
LICENSES, CERTIFICATIONS, OR SPECIAL REQUIREMENTS: Possession of a valid California Class C driver's license is required at the time of appointment.
