Qualifications
Required
- Any combination of education and experience equivalent to a bachelor's degree in finance, accounting, business administration, or related field.
- One (1) year of experience in fiscal or budget management.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of the theory, methods, principles, and practices of accounting, including generally accepted accounting principles and financial accounts management.
- Proficiency in the use of technology and data compilation, analysis, and reporting.
- Ability to manage assigned funds and prepare appropriate financial reporting.
- Ability to analyze, evaluate, and interpret financial data and provide sound fiscal recommendations.
- Ability to effectively use automated financial systems.
- Ability to resolve problems.
- Ability to communicate effectively, both orally and in writing.
Preferred
- Previous Medicaid billing work experience.
- Knowledge of Federal and State Medicaid Program and/or grant regulations.

Major Duties/Essential Functions
- Performs all financial duties related to administrative claiming and cost reporting for federal and state reimbursements; billing reconciliation; budgeting; procurement; financial reporting; and maintenance of financial records needed for federal and state audits of financial reimbursements.
- Maintains the financial accounts used for reimbursements and expenditures incurred.
- Provides the reconciliation of monthly financial reports and recommends necessary budget adjustments to meet operating needs.
- Maintains proper documentation in accordance with grant requirements, audit requirements, and FCPS and federal Medicaid program policies and regulations.
- Leads in the preparation of annual operating budget documents in compliance with policy rules and regulations.
- Performs data analysis for trends and areas of opportunity to increase reimbursements.
- Assists with oversight and maintenance of billing and reimbursement processes, and staff training.
- Conducts internal and external research and review of finance, budgeting and/or procurement matters impacting the Medicaid program.
- Provides technical advice and assistance in financial matters to staff.
- Develops and prepares reports, charts, and graphs, as required.
- Assists with the expansion of the program to include additional Medicaid-eligible services.
- Performs other related duties as required or assigned.
