  • Organisation with an award-winning culture that values diversity and inclusion
  • $162,322 total remuneration package (incl. 12% superannuation)

The Role
We’re looking for a Strategic Workforce Planning Lead to drive the design, build, and enterprise-wide adoption of our Strategic Workforce Planning (SWP) framework. This is a high-impact role where you’ll connect our long-term organisational strategy with workforce capability, ensuring our capital programs, pricing submissions, and service delivery plans are backed by clear, data-driven insights.

As the strategic lead, you’ll create enduring value by embedding workforce planning into the DNA of how we operate—informing executive decision-making, strengthening investment confidence, and reducing organisational risk through forward-looking capability and capacity planning.

About us
We’re on a mission to create a brighter future, where you can be a change maker at the actual source. We’re one of Australia’s largest water utilities with over 30% of Victoria’s population relying on us for their essential water and sanitation services.

Our award-winning culture fosters an inclusive, collaborative, and flexible environment that enables our people to thrive. Here, you’ll be inspired and challenged to grow alongside us.

We're committed to reconciliation and supporting the self-determined role for Traditional Owners/Custodians in water and land management.

Your key responsibilities

  • Lead the design, governance and build of YVW’s enterprise SWP framework.
  • Embed workforce planning into critical business cycles—Pricing Submissions, Strategy Days, and capital investment planning.
  • Develop and standardise SWP tools, templates, and methodologies to ensure enterprise-wide consistency.
  • Build a job architecture aligned to remuneration frameworks and system requirements.
  • Establish enterprise reporting for Executives and the Board—tracking workforce capacity, capability, and succession risks.
  • Integrate SWP into business cases in partnership with Finance, Strategy, and PMO.
  • Develop forecasting, scenario modelling, and critical role/succession frameworks.
  • Champion workforce planning governance and uplift maturity across the organisation.
  • Partner with Learning & Growth to ensure future skills and capability pathways are reflected in plans.
  • Mentor divisional managers and embed local ownership of SWP processes into BAU.

What we’re looking for

  • Proven experience designing and leading Strategic Workforce Planning in large, complex organisations.
  • Deep understanding of capital planning, investment cycles, and regulatory planning frameworks.
  • Strong skills in enterprise reporting, analytics, and forecasting—with the ability to turn insights into action.
  • Ability to influence and engage at Executive and Board level.
  • Knowledge of HRIS systems, job architecture, and workforce analytics tools.
  • A strategic mindset, with a hands-on approach to building and embedding sustainable frameworks.
