About the Department


Handles ongoing compliance programs related to state and federal employment laws; maintains current knowledge of changes in compliance requirements in assigned areas; conducts research, provides analysis, and recommends policy and/or process changes as needed or required.. Ensures County compliance with all regulations relating to the Fair Credit Reporting Act (FCRA) and federal, state, and local laws and regulations related to the hiring process; stays abreast of all current and emerging regulations, laws, and proposed legislative changes; recommends changes in policies and/or processes; performs compliant pre-employment background, credential, and reference checks. Conducts and maintains Pueblo County’s Federal Motor Carrier Safety Administration (FMCSA) clearinghouse Safety Sensitive Drug Screening Program. 

Serves as backup for employee and labor relations-related issues and grievances; performs intake, conducts investigations, generates reports, and recommends appropriate actions.

Position Duties


  • Conducts the County’s pre-employment process in order to mitigate risk in the hiring process; conducts pre-employment background investigations in accordance with all federal, state, and local laws and regulations to verify previous employment, verify credentials, and check criminal history; utilizes appropriate resources including but not limited to government databases, sends pre-adverse and adverse letters to candidates in accordance with Fair Credit Reporting Act (FCRA) regulations; contacts references; determines eligibility and recommends hiring actions; researches best practices and recommends changes
  • Administers ongoing compliance programs related to state and federal employment laws; monitors current and emerging regulations and federal, state, and local laws to ensure County compliance. Conducts research, provides analysis, and recommends policy and/or process changes.
  • Under general direction independently conducts smaller-scoped investigations related to employee and labor relations, grievances, and issues; performs intakes, determines the type of complaint and/or violation; interviews relevant parties; reviews relevant documents and information, drafts investigative reports; generates investigative findings; interprets and applies Human Resources plans, programs, policies, and procedures, as well as state and federal laws; submits recommendations to Department Director; maintains legally required documents and files; inputs into the system.
  • Conducts Unemployment Insurance (UI) claim process in consultation with the County Attorney’s Office; receives and responds to all Colorado Department of Labor (CDLE) wage verification requests, processes payment of quarterly unemployment bills, adjusts County Unemployment process as needed and/or required.
  • Updates Pueblo County’s Federal Motor Carrier Safety Administration (FMCSA) clearinghouse Safety Sensitive Drug Screening Program for Commercial Driver’s License (CDL) holders in accordance with all laws and regulations.
  • Conducts FMCSA clearinghouse checks, including annual checks, on all safety-sensitive position holders within the County and post-offer candidates; reports results in accordance with FMCSA regulations; performs investigations on individuals not in clearinghouse or with open cases to determine the next course of action.
  • Conducts all County leave programs, including the Family Medical Leave Act (FMLA) program, ensuring compliance with federal, state, and local regulations; communicates with employees regarding FMLA rights, expectations, and the FMLA process to ensure documentation is submitted in a timely, complete, and accurate manner; maintains legally required documents and files in accordance with all pertinent recordkeeping laws and regulations; assists with the preparation and submittal of periodic Workers’ Compensation and FMLA audits; facilitates the Workers’ Compensation and FMLA sections of the New Hire Orientation up to and including presentation, slides, handouts, personal assistance, and enrollment verification
  • Assists with developing countywide training related to areas of responsibility.
  • Works on special projects as assigned.
  • Serves as backup to other Workplace Policy and Compliance (WPC) staff as needed and/or requested.
  • Assists in drafting Request for Proposal (RFP) for pre-employment vendors as needed and/or required.
  • Compiles Human Resources metrics data as needed or requested.
  • Performs other duties as appropriate or necessary for performance of the job.

Minimum Qualifications


EDUCATION:

  • High School Diploma or GED Equivalency required
  • Associate’s Degree or higher in Human Resources, Human Resources Management, Management, Public Administration, Business, Organizational Development, or a closely related field preferred

EXPERIENCE:
  • Minimum of two (2) years or more of Human Resource experience including AT LEAST one year of Human Resources compliance experience directly related to the areas of responsibility required
  • Experience working within the Workday system strongly preferred

CERTIFICATIONS/LICENSES:
  • Human Resources Certification from an accredited agency such as SHRM, HRCI, etc. preferred
