About the Department

DEFINITION
Under the direction of the Chief Officer or designee, Fiscal Compliance Coordinator coordinates, plans, develops, reviews, evaluates, and provides guidance and oversight on District-wide programs and projects in areas such as budget and finance, operations and safety, strategic planning, technology, communications and marketing, contracts administration, operational efficiency and problem-solving, and coordination of professional development. The Fiscal Compliance Coordinator is also responsible for grant management oversight to ensure compliance with funding agency requirements; reviewing grant proposals and applications; coordinating grant monitoring and evaluation activities; and serving as the technical expert of assigned grants. 

DISTINGUISHING CHARACTERISTICS
The primary duties of the Fiscal Compliance Coordinator are to provide implementation oversight and expertise through close coordination and collaboration with accounting and the receiving department. This position is responsible for organizing fiscal and grant-related activities to ensure compliance with applicable requirements including allowable use, timelines, reporting, and evaluation activities. An employee in this classification serves as the internal technical expert and point-of-contact for funding agencies of assigned grants and audit activities. 

The Fiscal Compliance Coordinator works closely with accounting and the receiving department to ensure that all stakeholders are knowledgeable and compliant with grant specifications and requirements. This position supports the monitoring of fund apportionment, allowable uses, and has no spending authority. An employee in this classification collects financial reports and program progress reports prepared by accounting and the receiving department for timely submission to the grant funding source. This position will coordinate document collection in preparation for grant-related audits and/or program reviews.

The Fiscal Compliance Coordinator responsibilities differ from accounting classifications in that it serves as a compliance advisor and manager for assigned grants and researches fund utilization pathways whereas accounting positions perform detailed financial tracking and reporting duties required in grant accounting. 

The grant recipient department is responsible for implementing programs and services that effectively utilize grant funds in accordance with its objectives and intended use. It is responsible for preparing implementation progress reports and/or related reporting.

SUPERVISION RECEIVED AND EXERCISED
Supervision is provided by the Chief Officer or designee. Supervision may be exercised over technical and/or clerical staff, as assigned.

Position Duties

This position description is intended to describe the general nature and level of work being performed by the employee assigned to the position.   2. Create policies and procedures for implementation, execution, control, review, and audit of fiscal operations; develop long-range planning documents. E

  3. Develop and implement contract management forms and procedures. E

  4. Calculate and collect developer fees. E

  5. Research and develop automated fiscal reporting and tracking systems and desk manuals; forecast fiscal needs and commitments; conduct special studies to research and/or justify fiscal requests/needs. E

  6. Evaluate agency programs through comparison of actual performance with planned objectives; research and determine causative factors in expenditure trends, interpret and interrelate various program trends, formulate and recommend corrective action. E

  7. Serve as the primary compliance liaison for the Fiscal Department, ensuring adherence to FCMAT guidelines, Federal Program Monitoring (FPM) requirements, and managing district-wide internal and external audit processes and ad hoc projects. E

  8. Discuss available sources of funding with administrative managers. E

  9. Compile necessary information for the application process through collaboration with other employees, database research, and other fact finding actions and meetings. E

  10. Review assigned grant applications prior to submission to ensure compliance with submission requirements of the funding agency. E

  11. Ensure assigned grants are submitted on time and within application parameters. E

  12. Coordinate and complete all documents, forms, or reports required for assigned grants. E

  13. Coordinate the monitoring and evaluation of programs and projects that are funded by assigned grants including, but not limited to, Career Technical Education (CTE) grants. E

  14. Develop and maintain master files on grants and paperwork connected to programs funded by grants. 

  15. Provide technical assistance, coordinate, and monitor grant implementation and required reporting. E

  16. Provide training to relevant staff in the implementation and evaluation of funded projects. E

  17. Assist with development and monitoring of budgets related to grant-funded programs. E

  18. Attend training related to grant writing/management and participate in related professional networks. E

  19. Monitor and evaluate grant-funded programs to ensure compliance with grant requirements and guidelines. E

  20. Collaborate with program managers and finance teams to track and report on the use of grant funds. E

  21. Support the development and implementation of policies and procedures related to grant-funded programs. E

  22. Serve as the primary point-of-contact in administering and facilitating grant activities for internal and external stakeholders. E

  23. Demonstrate leadership and coordinate with other managers to ensure effective communication between all divisions and uniform application of grant management policies. E

  24. Performs related duties as assigned.

Minimum Qualifications

The requirements listed below are representative of the knowledge, skills, and abilities required to satisfactorily perform the essential duties and responsibilities. 

Knowledge of:

  • Local, state, and federal funding sources and the ability to locate potential sources for funding 
  • Grant funding policies and procedures and applicable local, state, and federal regulations
  • Comprehensive understanding of compliance guidelines and requirements, including FCMAT standards, Federal Program Monitoring (FPM) protocols, and procedures for conducting and managing internal and external audits
Ability to:
  • Demonstrate excellent verbal and written communication skills
  • Demonstrate proficiency in Google Suite or related software
  • Demonstrate extreme organizational skills and meticulous with details
  • Demonstrate excellent project management skills
  • Prioritize work and resources
  • Meet deadlines
  • Be discreet with personal information that may be needed for some grants such as employee salaries or upcoming projects
Any other combination of experience, training, and/or education that could likely provide the desired knowledge, skills, and abilities may be considered.

Education
A bachelor’s degree from a four-year college or university in a related field, which may include Business Administration or related field is required. A master’s degree is preferred.

Experience
At least three years or more years of experience in project management, grant administration, or related work is required. Experience in a Local Education Agency (LEA) is highly preferred. LEA managerial experience is preferred. Accounting experience is preferred, but not required.

LICENSES AND/OR CERTIFICATES
A valid California Class C driver’s license and vehicle insurability is required. The availability of private transportation or the ability to provide transportation between job sites may be required.
