The Position
This position reports to the Recruitment and Classification Manager and is a key member of the District’s Recruitment Team, an integral function that ensures positions are filled with skilled and dedicated employees, promotes fairness and consistency in hiring, and helps build a workforce that reflects the community the District serves.

Under general supervision, the Human Resources Technician performs complex and detailed technical human resources and administrative duties that support recruitment and onboarding, classification and compensation, HRIS data management, and other HR projects and initiatives.  Additional responsibilities include preparing correspondence and reports, maintaining accurate and confidential records, assisting with employee and labor relations processes, and providing responsive customer service to employees, managers, and the public.

This is the journey-level classification within the Human Resources support series. It is distinguished from the lower class of Human Resources Assistant by its responsibility for the most complex technical assignments in support of professional staff, particularly in the areas of recruitment and employee/labor relations.

Position Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Oversees a variety of human resources transactions to assure timeliness, accuracy, and proper processing, including tasks related to position control, and payroll/personnel change forms. 
  • Processes a variety of complex benefits, leaves, training, recruitment and examination, onboarding, labor, and classification and compensation transactions; functions as the technical lead for onboarding new and returning employees
  • May be assigned to serve as the Park District’s Custodian of Records for the Department of Justice
  • Provides administrative support to labor/management task forces and committees by drafting and distributing agendas, producing copies of agenda materials, updating records, reserving meeting spaces, and transcribing or editing meeting notes
  • Provides information which requires the use of judgment and the interpretation of Park District and department policies and procedures
  • Informs department management of administrative decisions reached, policies established, and associated facts
  • Assesses and reviews HRIS business processes and procedures for potential improvement
  • Addresses technical issues
  • Acts as department lead in data systems maintenance, application migration efforts, and integration with existing systems
  • Coordinates with Human Resources users to implement conversions and upgrades
  • Composes correspondence and Board material related to human resources programs or issues; reviews finished materials for thoroughness, accuracy, format, compliance with policies and procedures, and appropriate syntax, vocabulary, and punctuation; organizes and maintain various administrative, reference, and follow-up files
  • Responds to employees and the general public on more complex questions and prepares more complex correspondence related to human resources programs or procedures, rules, and regulations
  • Refers complex questions to other Human Resources staff; collects and compiles personnel and position data
  • Prepares reports
  • May be assigned to monitor or follow up with departments regarding compliance with Park District policies relating to human resources programs
  • Provides lead direction to clerical employees
  • Prepares correspondence, reports, salary ordinances, and contracts from draft copy
  • Creates and maintains forms, spreadsheets, and other documents
  • Oversees records retention schedules and maintenance for physical employee files and records
  • Respond to inquiries from the public, department representatives and employees concerning confidential information in situations where tact and judgment must be exercised
  • Performs related duties as assigned. 

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and abilities would be:


Education:                    Associates degree or equivalent in business or public administration, or closely related field.

AND
 
Experience:                   Three (3) years of general human resources experience including one (1) year of lead or supervisory experience. Paraprofessional-level administrative support in a human resources or finance environment is highly desirable, preferably in a public sector human resources agency.         

Substitution:                 A Bachelor’s degree from an accredited college or university with major course work in a related field may be substituted for one (1) year of the required experience.

Other Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short
period of time in order to successfully perform the assigned duties.


Knowledge of: 

  • Current trends in human resources laws, policies, procedures, and practices
  • Park District policies and procedures governing human resources, personnel transactions, and financial transactions
  • English including spelling, grammar, and punctuation as well as basic mathematics and elementary statistical concepts and calculations
  • Record keeping and filing systems
  • HRIS databases and systems
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. 
Ability to: 
  • Interpret and apply guidelines, procedures, and directions accurately and efficiently
  • Independently organize work assignments and meet critical deadlines and function effectively while handling multiple tasks with competing deadlines and repeated interruptions
  • Type or word-process accurately from copy at a minimum rate of 35 net words per minute (WPM)
  • Generate routine correspondence and prepare drafts of non-routine documents for review
  • Understand and carry out oral and written directions with a minimum of explanation
  • Establish and maintain record-keeping procedures and filing systems
  • Input and retrieve data and generate reports from applicant tracking systems, position control databases, and other electronic systems
  • Compile, organize, and identify gaps or errors in data, including the ability to prepare charts, reports, or narrative summaries
  • Perform continuous data entry at a computer terminal
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; establish and maintain effective work relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users. 
CONDITIONS OF EMPLOYMENT
  • The individual chosen for hire must be able to pass a Level 1 background check
  • This position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act (CANRA). Mandated reporters are individuals who are obligated by law to report suspected cases of child abuse and neglect. As such, you will be required to sign an acknowledgment of having received the District’s policy and your responsibilities.

CONFIDENTIAL DESIGNATION:   This position is not affiliated with a union and is considered part of unrepresented Confidential employees at the Park District. This position is designated as “at-will” and serves at the pleasure of the General Manager.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
