The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District. This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance.

POSITION GENERAL SUMMARY:
This position oversees and supervises a team of Administrative Specialists and Drug Screen Technicians at the Ada County Treatment Services (ACTS) Center, ensuring the efficient and effective operation of administrative and clerical functions within the location. The ACTS Center provides services to individuals involved in the criminal justice system. This role involves supervising and providing guidance and support to team members, fostering a collaborative work environment, and participating in administrative tasks and ensuring that administrative functions are executed with a high level of professionalism and attention to detail.
DISTINGUISHING FEATURES OF THE CLASS:
The position works independently and performs varied, moderately complex work according to pre-defined guidelines. Reports to the Trial Court Administrator’s Treatment Court Manager.
Position Duties
- Supervises personnel, assigns work, reviews and evaluates performance, adheres to policies and procedures, resolves employee complaints, participates in interviewing and hiring employees, trains employees, tracks and schedules time, coordinates vacation schedules and leave coverage, and conducts individual or team meetings;
- Provides day-to-day oversight of administrative operations that includes customer service, data entry, processing customer transactions, record management, and other clerical tasks;
- Coordinates and manages the proper organization, storage, and maintenance of electronic and paper records;
- Oversees the accurate handling, processing, and recording of payment and cash transactions in accordance with Ada County policies, to include daily deposits;
- Prepares a variety of reports including annual program evaluation for the Treatment Court Manager;
- Acts as a resource and provides guidance in resolving complex questions and issues for clients, the general public, and internal staff;
- Enforces administrative policy, procedures, and standards to ensure consistent, compliant, timely, and accurate work; Evaluates, updates, and administers procedure changes as necessary;
- Oversees HIPAA compliance pertaining to building access, records, and other Center processes;
- Fosters a positive work environment that encourages team collaboration and professional development;
- Serves as liaison for the ACTS Center and building, coordinates operational needs with building tenants and other internal or external stakeholders;
- Oversees and may conduct data entry, reporting, and analysis;
- Assists with coordinating department recruitment and onboarding efforts, working with department management, Human Resources, employees, and software to post jobs, coordinate interview schedules, facilitate candidate communication, organize orientation efforts, and ensure a smooth transition for new hires into the department;
- Coordinates and supports administrative or operational projects assigned within the ACTS Center, demonstrating initiative to ensure logistics are aligned with project objectives with organizational goals;
- Prepares and presents a yearly budget to the Treatment Court Manager to be provided to the Trial Court Administrator;
- Identifies potential funding sources; researches grant opportunities to support or expand operations;
- Maintains schedules and resolves scheduling conflicts.
ADDITIONAL FUNCTIONS:
- Assists the Treatment Court Manager and team members with special projects as needed;
- Performs tasks related to maintaining office supplies, ordering, and inventory to support the needs of the team;
- Prepares and submits bills for payment;
- Performs the primary functions of Administrative Specialists and Drug Screen Technicians as needed to maintain workloads during high-volume periods or to cover temporary absences;
- Performs related duties as assigned.
Minimum Qualifications
- Bachelor’s degree from an accredited university in a related field, or an equivalent combination of education and experience, preferred;
- A minimum of three years of previous administrative support experience required;
- Previous supervisory experience in a medical, counseling, or healthcare environment preferred;
- Knowledge of office terminology, clerical procedures, and general office equipment;
- Knowledge of HIPAA regulations and the legal/procedural requirements related to drug testing, medical/clinical services, and court mandates;
- Knowledge of MS Office software and database management;
- Knowledge of English grammar;
- Knowledge of supervisory principles and concepts;
- Skill in using a personal computer;
- Skill in organizing and directing work;
- Skill in communicating with culturally diverse populations;
- Skill in communicating with manipulative individuals;
- Ability to maintain strict confidentiality of all department records and information;
- Ability to supervise and motivate employees;

OTHER REQUIREMENTS:
- This position may be required to work evenings, weekends, and holidays as business needs require;
- This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing;

- This position involves exposure to potentially hazardous materials, such as handling urine samples. Incumbent will be required to wear personal protective equipment and follow strict hygiene protocols;
- May be required to lift up to 20 lbs.;
- Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
