POSITION DESCRIPTION:
Pioneering Evolution is seeking a detail-oriented Business and Financial Management (BFM) Analyst to support a NAVSEA Foreign Military Sales (FMS) Shipbuilding Program. The BFM Analyst will play a key role in managing financial execution by tracking commitments, obligations, and expenditures, generating purchase requests, reconciling discrepancies, and preparing spend plans and financial briefings. This position requires proficiency with Navy Enterprise Resource Planning (ERP) and related systems, along with strong financial analysis skills. A current active DoD security clearance is required.
RESPONSIBILITIES:
- Prepare, stage, and track financial and funding documents in Navy Enterprise Resource Planning (ERP).
- Generate purchase requests, including 1400-type funding documents (U.S. Navy and/or FMS).
- Pull and analyze financial reports from MISIL and Navy ERP to support FMS case execution.
- Monitor obligation and expenditure data to ensure financial goals are met.
- Compare financial data to spend plans, identify discrepancies, and reconcile for monthly financial status reviews.
- Prepare and present execution data for regularly scheduled financial and program execution reviews.
- Manage, coordinate, and track Government Furnished Equipment (GFE) 7300 forms and Obligation Phasing Plans (OPP) submitted by Participating Acquisition Resource Managers (PARMs).
- Validate that data in 7300s, OPPs, and Task Planning Sheets (TPSs) aligns with phasing and spending plans and meets program funding objectives.
- Develop and deliver presentations with narrative and statistical analysis on current funding, projected spending, and budget limitations.
- Identify discrepancies, assess impacts, and recommend potential solutions to financial and programmatic challenges.
REQUIRED EXPERIENCE:
- U.S. Citizenship.
- Active DoD security clearance.
- Bachelor’s degree in finance, business, or related field (or equivalent combination of education and experience).
- 5–10 years of experience in DoD or U.S. Navy financial management.
- 2+ years of hands-on Navy ERP (N-ERP) experience, including purchase request creation, with demonstrated expertise in 1400-type funding documents (U.S. Navy or FMS).
- High-level proficiency in Microsoft Excel for financial analysis and reporting.
- Ability to work on-site at least once per week.
- Strong communication and briefing skills, with ability to present data-driven analysis to stakeholders.
DESIRED EXPERIENCE:
- Experience supporting Foreign Military Sales (FMS) financial management.
- Prior experience with a NAVSEA Program Office and/or NAVSEA Ship Construction.
- Familiarity with NAVSEA Enterprise Planning System (NEPS) and Task Planning Sheets (TPSs).
- Experience managing Government Furnished Equipment (GFE) financial processes.
- Working knowledge of the following systems:
- Defense Security Assistance Management System (DSAMS)
- Security Cooperation Information Portal (SCIP)
- Defense Integrated Financial System (DIFS)
- Management Information System for International Logistics (MISIL)
