Long-term mission

Tasks

• Represent business challenges through mathematical models;
• Collect, understand, clean, analyse, integrate and investigate internal and external data to achieve the mission;
• Uncover data correlations/relationships in support of measurement and predication;
• Select and optimise algorithms using data science tools;
• Comply with ethical guidelines and legal requirement;
• Identify the right visualisation models depending on the business challenges and the data sets;
• Create and test hypothesis;
• Address data security through active preventative strategies;
• Lead the process of applying data analytics;
• Deliver insights from data by optimising the analytics process and presenting visual data representations;
• Find, manage and merge multiple data sources and ensure consistency of datasets;
• Identify the mathematical models, select and optimise the algorithms to deliver business value through insights;
• Communicate patterns and recommends ways of applying data.

Additional Tasks

• Analyse and provide expertise in advanced analytics topics, from hardware perspective to software optimization.
• Provide inputs to increase business values of reporting related activities.
• Provide expertise in big data related topics, from hardware to software optimization.
• Assist in the development and maintenance of reporting and advanced analytics requirements.
• Identify and propose quick wins with good value to enhance agency agility using big data and advanced analytics.
• Identify solutions to big data and advanced analytics related problems.

Education Requirements

• Minimum 4 years of relevant education (master or equivalent), after the secondary school.
• In case of missing education, we still can submit the application, but deducting 2 years of exp. for 1 missing year of edu.

Minimim Experience Requirements

• Minimum 3 years of relevant professional experience in the domain (AI / Big Data / ML / Data processing).

Qualifications, Knowledge and Skills

• Ability to sets effective KPIs, read and interpret business data;
• Competency in leveraging data to make better decisions;
• Ability to spot opportunities for value-adding data analysis;
• Knowledge of practices in the area of work that serve end customers and other stakeholders;
• Ability to align activities with business priorities and balance competing interests to drive organizational effectiveness;
• Ability to actively identify how data analysis can be leveraged to make better decisions in their daily work;
• Ability to communicate efficiently;
• In-depth knowledge of mathematical models;
• Ability to use data analysis tools (Power BI, etc.).

Additional Qualification, Knowledge and Skills

• Understand agency current setup, constrains and challenges related to big data and advanced analytics.
• Knowledge of AI tools related to data processing.

Plus/Advantages :

• Knowledge of IBM Cloud pack for data.
• Knowledge of BIGSQL Data Modelling Language and SQL.
• Knowledge of Cognos as user and administrator.
• Knowledge of sk-learn, ELKI or INSERT-YOUR-ANALYTICS-SOFTWARE-LIBRARY-HERE analytics libraries.

Security Requirements

• No Security Clearance: A fresh criminal record certificate (not older than 30 days from the signature of the Specific Contract) of the chosen candidate should be provided, together with a copy of their national ID document / Passport, prior to starting the work.
• Declaration of confidentiality and protection of the information system and of non-conflict of interest document will be signed by the selected person at latest at the starting date (preferably to be submitted together with the criminal record and the copy of national ID document).
