Duties

This Contract Specialist provides a variety of procurement-related services and management of contracts. If selected for this position, you will join a well-respected team that is responsible for providing Contract Specialist support in the U.S. Attorney's Office, Eastern District of New York, located in Brooklyn, New York, focusing in the areas of contracts and procurement. Typical work assignments will include: Procuring supplies and services that may require a variety of specialized handling provisions, terms and conditions. Advising technical personnel on the development of requirements documents. Formulating contracting approaches. Securing supplies and services through the use of both formally advertised and negotiated procurements. Administering contracts. Planning and conducting contract price and cost analyses of a variety of pre-award and post-award procurement actions.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Must have successfully completed a bachelor's degree with a major in any field. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS.) B. Must have successfully completed 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS.) C. On January 1, 2000, must have held a position in the Federal service in the GS-1102 Contract Specialist series and the position was held at the grade level 5 or higher and must have continually held this occupational series since January 1, 2000. (MUST SUBMIT YOUR SF-50.) MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify at the GS-11 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below: Advertising or negotiating contracting assignments, such as pre-award or post-award functions; Evaluating business practices or market conditions to provide recommendations regarding contractor responsiveness, responsibility or performance; Making recommendations regarding price comparisons, discounts, delivery dates or charges related to procurement; Assisting in the preparation of procurement solicitation documents. OR Successful completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M degree. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS.) OR A combination of the above described graduate education and specialized experience. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Note that only graduate education in excess of 2 years can be used in the combination.
