Multnomah County Department of County Human Services (DCHS) is pleased to announce an open competitive recruitment to fill one (1) Full Time Limited Duration Bilingual/Bicultural Spanish Case Manager Senior in the Youth and Family Services, Bienestar de la Familia located at the Baltazar F Ortiz Community Center, 6736 NE Killingsworth St, Portland, OR 97218. This position is scheduled as hybrid telework, 40 hours/week, Monday-Friday, 8:00 AM – 5:00 PM. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. This is a limited duration position and is funded for up to 18 months but may end sooner.

About the Position: The Bicultural, Bilingual-Spanish language Case Manager Senior at Bienestar de la Familia, will provide advanced, complex and long-term comprehensive case management related to Family Resource Navigation Services and newly arriving families. The Case manager Senior will support the needs of Bi-cultural – Bilingual clients with workload/caseload will involve conducting intakes, assessing needs, crisis intervention; coordinate services with other County programs, community agencies and partners. The Senior Case Manager will perform these duties with a trauma informed and racially just approach.

The eligible list created from this recruitment may be used to fill future regular, limited duration, full or part time, temporary, or on-call positions within DCHS.

Knowledge, Skills & Abilities: Bilingual/Bi-cultural Spanish: This position requires proficiency in (speak, read, write) the Spanish language. An employee who has never before received bilingual pay at Multnomah County for work done under a Spanish KSA will need to pass an assessment in order to be considered proficient.

Bilingual pay: This position receives an additional 4% premium on all hours worked, because of the fluency in the Spanish language.

Minimum Qualifications/Transferable Skills*:

  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values

  • Equivalent to an associate degree AND

  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience)  

  • Must have a valid driver license by time of hire

  • Must pass a criminal background check (this step occurs after a job offer)

Type of Position: This hourly union-represented position is eligible for overtime pay.

ADDITIONAL DETAILS:

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. 

Work Location: This position works onsite at the Baltazar Ortiz Community Center located on 6736 NE Killingsworth St., Portland OR 97218.

Serving the Public, Even During Disasters: Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
