Horizon Health is a Critical Access, Rural Health Facility comprised of 25-inpatient beds located in Paris, IL & a multitude of outpatient clinic settings including Family Practice and Specialty Clinics in Paris and surrounding cities. We have been serving residents of Edgar County since 1968 though community education, emergency services, and outpatient care. Position Summary:

Performs duties associated with the buying process to ensure all supplies are available to meet demand of all departments.

 

Essential Functions:

  • Reviews the open purchase orders file monthly for overdue shipments and back orders and reconciles discrepancies with the vendor
  • Places requested orders and assigns purchase order numbers
  • Researches products, prepares purchase orders and places orders, and selects vendors
  • Organizes product information and track back orders
  • Obtains materials from suppliers at the lowest cost consistent with considerations of quality, reliability of source and urgency of need
  • Studies market trends, interviews vendors and recommends sources of supply
  • Analyzes quotations received, selects or recommends suppliers and schedules deliveries
  • Develops and maintains necessary records and files for efficient operation
  • Set up new vendors
  • Knowledge of purchasing software
  • Able to provide decision-making methods & be proactive problem solver with a desire to collaborate with others
  • Provide support and guidance to ensure maximum productivity
  • Communicate daily with team
  • Participate in annual inventory
  • Works with Finance to solve any vendor PO discrepancies 
  • Participates in activities in the procurement of hospital supplies, taking into consideration identified priorities of group purchase contracts, vendors, price and need.
    • Consults with Supply Chain Manager regarding the activities department
    • Utilizes various methods of communication and assesses the effectiveness of each
    • Works closely with Surgery Buyer and will provide assistance as back-up, when needed
    • Exercises judgment and discretion when interacting with hospital personnel and vendors
    • Recognizes the importance of hospital information and confidentiality
    • Responsible for accurate inventory compilation twice yearly and reporting total dollars to the Finance Department
  • Assesses priorities regarding procurement activities
    1. Purchases designated or assigned materials, supplies and capital equipment for hospital needs accurately and timely. Follows up on purchase requisitions. Compares cost and ensures best tier pricing in accordance with group purchasing agreements.
    2. Recognizes the importance of maintaining adequate stock levels and PAR's for supplies that have been designated or assigned
    3. Consults with Supply Chain Manager to resolve discrepancies or assists them in preparing requisitions to meet purchasing policy before placing orders
    4. Reviews requisitions for non-stock supplies to assure requisitions meet purchasing policy before placing orders
    5. Reviews purchasing reports to compare pricing and delivery dates
    6. Coordinates product changes with Supply Chain Manager timely and accurately
    7. Orders supplies
    8. Coordinates with accounts payable personnel regarding any discrepancies involving purchasing or retuning of supplies or services requiring a purchasing order
    9. Maintains and updates catalog and price list library timely and effectively
    10. Coordinates the use of automated order entry systems
    11. Reviews advertising literature, trade magazines and other publications to keep advised of marker conditions, costs, prices and new products
  • Manages vendor relations effectively
    1. Attains and negotiates when needed, adequate pricing (with the consultation of Supply Chain Manager)
    2. Will assist with oversight of vendor reps
    3. Ensure non-compliant vendors are addressed and will communicate this information to the Manger of Supply Chain
  • Is knowledgeable regarding Hospital policy, procedures and general information
    1. Observes and complies with hospital policies and regulations
    2. Attends appropriate in-service programs
    3. Applies independent judgement to specific problems; i.e., release of information, expediting orders, phone numbers, etc
    4. Reports to duty and leaves at designated times
    5. Works all schedules shifts
    6. Provides input on cost-effective methods
    7. Performs other duties as assigned
  • Guest Relations
    1. Is courteous, friendly, and willing to assist others
    2. Is considerate and attentive
    3. Displays a positive appearance, including appropriate dress as defined in the employee handbook. Will dress as required by the Surgery policies for the designated areas to follow infection Control compliance
    4. Attends departmental in-service training and education programs that pertain to guest relations

 

 

The responsibilities listed above are not all-inclusive; other activities may be required in support of the hospital’s goals and objectives.

 

Position Requirements:

  • High School or equivalent required
  • Associate degree or higher in business or related field preferred
  • 3-5 years purchasing knowledge and experience with medical supplies required
  • Excellent computer & organizational skills, including Excel experience preferred
  • Exceptional follow-up skills for sales and business relationships
  • Basic Accounting knowledge required

 

Pay Rate:

Pay ranges from $21.351/hour to $34.161/hour (rate of pay is based on applicable years of experience)
