Performs moderately complex transportation operations or maintenance support work such as: maintenance contract and/or material and process inspections; roadway maintenance and repair; light and heavy equipment operation; preventive and minor maintenance on equipment, traffic control; and helping the public during emergency situations. Work requires contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:
The essential duties for the General Transportation Tech II include: 

  • Serves as the only maintenance contract inspector on a small project.

  • Assists in inspecting traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices.
  • Maintains construction project records and/or bridge inspection records; processes related paperwork; reviews files for compliance with the bridge inspection Manual of Procedures.
  • Maintains highways and rights-of-way; performs skilled roadway repairs; erects and repairs guard rails, highway markers and signs; hauls materials and equipment to job sites.
  • Inspects routine maintenance contract construction methods and workmanship to ensure contractors build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications.
  • Move/picks up litter and roadway debris
  • Operates heavy equipment such as a front-end loader-one and a half cubic yard or more, tractor-trailer haul truck, large dragline, shovel, paint striper, and dump truck. 
  • Operates light equipment such as a front-end loader-one and a quarter cubic yard or less, pneumatic roller, rotary broom, spreader box, backhoe, street sweeper, and a mower
  • Sands or cleans bridges and roads, posts warning signs, helps the public and performs other work as directed during emergency situations such as floods, tornados, hurricanes, snowstorms, accidents, and hazardous material spills
  • Performs other job responsibilities as assigned.

Additional duties for General Transportation Tech III include:

  • Operates complex heavy equipment such as a motor grader, large excavator, heavy bulldozer, crane, herbicide truck, heavy halt paving machine, self-propelled asphalt distributor and profiling/milling machine
  • Assists in providing support to local law enforcement officials at accident sites; assists stranded motorists as required
  • Assists with traffic control; places and gather cones, warning signs and barricades; flags traffic
  • Inspects barricades to ensure compliance with barricade standards
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

    Education : No education required.

Experience:        GTT II : 1 year experience*.    GTT III : 2 year experience*.

*Experience must be in transportation engineering support, roadway maintenance, construction inspection, heavy equipment operation, or related work experience.  (Experience can be satisfied by fulltime or prorated part-time equivalent).  Related technical training or education from an accredited institution may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • General Transportation Tech II, III - Must have a Commercial Class "A" Driver's License. Must have or obtain an "N" Endorsement within 120 calendar days from date of employment.

  • Methods procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work
  • Applicable inspection methods, procedures and techniques

  • Using applicable election test equipment
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Maintaining a safe and effective working relationship with others
  • Materials used in highway/bridge construction and maintenance
  • The Texas Manual on Uniform Traffic Control Devices
  • Using computers and applicable programs, applications, and systems
  • Operating light and heavy highway equipment

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Stooping-bending body downward and forward by bending spine at waist
  • Standing-prolongs periods of time
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to outside environmental conditions; no effective weather protection
  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat below 32 and or above 100 degrees for more than one hour
  • Subject to noise 
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Close Visual Acuity-work includes visual inspection of small defects/parts
  • Visual Acuity-operate motor vehicles and/or heavy equipment
  • But not limited to the above mentioned as job requires.
